About The Position

JOB SUMMARY: This position is primarily responsible for performing the daily administrative services tasks related to COBRA administration for participants and client groups. The Administrative Services Specialist will have extensive exposure to and contact with clients and brokers as well as individual COBRA participants. DIRECT SUPERVISORY RESPONSIBILITY: None. ESSENTIAL DUTIES AND RESPONSIBILITIES: Administering the COBRA processes, including preparation, printing of notices, forms, correspondence, etc., and recording payments received in various spreadsheets/software systems. Monitoring, maintaining and processing correspondence and inquiries regarding COBRA, administration daily. Provide customer service for COBRA administration, including responding to inquiries; discussing such administration issues with clients, brokers, carriers and participants. Research questions as needed and provide prompt resolution independently or determine if upper level involvement is needed. Create and audit Administrative Participant reports. Prepare Administrative reports for company and clients. At the direction of the COBRA Operations Manager, develop internal administrative procedures that relate to all aspects of the COBRA administration process; maintain, update and implement these procedures. Audit payments and process monthly COBRA disbursements and refunds. Work closely with the Finance Division to ensure accurate processing across both departments. Create and maintain internal enrollment reports generated by the administrative services software/programs. Assist COBRA Operations Manager with renewals and new group set up. Assist groups and brokers with counting of employees (COBRA Counts) to determine subjectivity to COBRA. Complete special projects as assigned by the Administrative Services Director. Requirements

  • High school diploma or equivalent required.
  • Requires knowledge of standard office procedures.
  • Requires excellent data entry skills.
  • Requires excellent attention to detail.
  • Requires computer proficiency in Microsoft Office, specifically with Excel.
  • Requires computer proficiency in COBRA, FSA, HRA and HSA Administration System.
  • Requires computer proficiency in Salesforce.
  • Requires excellent communication skills in both verbal and written format.
  • Requires excellent customer service skills.
  • Requires the ability to maintain detailed and accurate records.
  • Requires above average problem solving, reasoning and organizational skills.
  • Requires the ability to work on multiple projects and to shift priorities while adhering to strict federal and state timelines.
  • Requires the ability to maintain strict adherence to confidentiality standards.
  • Must be able to sit or stand and type utilizing computer for up to 90% of the workday.
  • Must be able to talk on the phone.

Nice To Haves

  • COBRA, HRA, FSA, or HSA administration experience preferred, but not required.
