JOB SUMMARY: This position is primarily responsible for performing the daily administrative services tasks related to COBRA administration for participants and client groups. The Administrative Services Specialist will have extensive exposure to and contact with clients and brokers as well as individual COBRA participants. DIRECT SUPERVISORY RESPONSIBILITY: None. ESSENTIAL DUTIES AND RESPONSIBILITIES: Administering the COBRA processes, including preparation, printing of notices, forms, correspondence, etc., and recording payments received in various spreadsheets/software systems. Monitoring, maintaining and processing correspondence and inquiries regarding COBRA, administration daily. Provide customer service for COBRA administration, including responding to inquiries; discussing such administration issues with clients, brokers, carriers and participants. Research questions as needed and provide prompt resolution independently or determine if upper level involvement is needed. Create and audit Administrative Participant reports. Prepare Administrative reports for company and clients. At the direction of the COBRA Operations Manager, develop internal administrative procedures that relate to all aspects of the COBRA administration process; maintain, update and implement these procedures. Audit payments and process monthly COBRA disbursements and refunds. Work closely with the Finance Division to ensure accurate processing across both departments. Create and maintain internal enrollment reports generated by the administrative services software/programs. Assist COBRA Operations Manager with renewals and new group set up. Assist groups and brokers with counting of employees (COBRA Counts) to determine subjectivity to COBRA. Complete special projects as assigned by the Administrative Services Director.
