The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers. However, regular, scheduled office hours are also required.

Requirements

  • Six years of supervision, management, or progressively related experience OR Three years of related experience and a bachelor’s degree in a related field
  • Developing and maintaining cooperative working relationships through effective communication
  • Extensive expertise in budgeting including: budget development, adjustment, forecasting, implementation, training of budget staff and grant preparation
  • Skilled in supervising, including: planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations, determining subordinates' training needs and arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action is required
  • Knowledge of public procurement practices and processes; and/or knowledge of governmental contracting laws, rules, and policies
  • Experience communicating technical IT-related issues to users with various levels of IT knowledge.
  • Commitment to promoting and fostering a diverse workforce

Responsibilities

  • Developing and monitoring the division’s biennial budget of approximately $61 million and federal grant applications in excess of $11 million
  • Providing fiscal administration to ensure the availability of resources to carry out Oregon OSHA’s mission
  • Assisting the administrator by formulating policy recommendations and setting the direction for the division
