About The Position

JOB DUTIES: Coordinate and oversee administrative activities involving assigned employee supervision of three office staff members; Accountant I, Administrative Specialist, and Office Technician. Coordinate, develop, and implement procedures related to law enforcement records keeping, purchasing, accounting, payroll/benefits, and property/asset management. Coordinates staff efforts with other divisions within the Nebraska Game and Parks Commission. This position and their staff handle purchasing/requisition procedures, fleet management, fixed assets management, other equipment tracking, equipment transfers, and surplus processing. This includes a variety of Law Enforcement equipment types to include firearms, uniforms, computers, cells phones, statewide radios systems, and other law enforcement inventory management. This position conducts problem solving, and coordination with outside vendors. Assistance with maintaining the Division’s budget, to include approving and generating purchase requests through the Nebraska Oracle / JD Edwards System. Develops and manages agency program-administrative functions for managing expense processes and associated audits. Monitors and evaluates costs for budgetary impact. Supervises and assists Accountant I with auditing boat registrations, processing refunds, and balancing AIS monies received. Work with the Accountant I and Office Technician to manage boater education materials and coordination with volunteer instructors. Serve as the account administrator for the Nebraska Criminal Justice Information System and other electronic investigative resources, and perform scheduled audits as required. Assists in administering the Interstate Wildlife Violator Compact. Utilize MS Access, MS Excel, Word, web-based database applications, and other software to manage equipment inventories, employee database information updates, credentialing, purging and sealing records, and creating audit reports. TraCS RMS and Body Worn Camera data management. Assistance with crime statistics reporting processes. Assist in hiring processes and coordinates training with the Nebraska Law Enforcement Training Center, background investigation process, officer change in status reporting, and coordinates with health professionals for physical and psychological screening requirements. Manage law enforcement training records and submit continuing education reports as required. Answer questions from the public, represent the law enforcement division in meetings, maintain records and perform related work as required. Other duties as assigned.

Requirements

  • Associate degree in public or business administration, accounting, or any discipline related to the work assigned.
  • One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes.
  • Experience may substitute for education on a year-for-year basis.
  • Successful applicants must pass a criminal background investigation and be qualified and maintain certification to access sensitive criminal justice information.
  • Working knowledge of project budget development, accounting, and fiscal control; inventory procedures; business software use to include JD Edwards, Microsoft Word, Excel, Outlook, Sharepoint, and Access.
  • Ability to organize and present plans, objectives, facts and opinions orally and in writing.
  • Must be able to supervise, motivate and resolve staffing needs, schedules, and conflicts.
  • Knowledge of law enforcement record keeping, budgets, audits, inventory control.
  • Must be a self-starter, problem solver, flexible, and willing to learn.

Nice To Haves

  • Experience in office, administrative, technical, or support work; or in identifying budget, staff, or equipment management needs; or in collecting and interpreting statistical, financial, program, or administrative data; or in interpreting laws, rules, regulations, and processes; or in reviewing and evaluating administrative records and reports; or in supervising office or technical staff.
  • Post high school coursework/training in: administration, management, accounting, finance, planning, policy analysis, administrative/management analysis, operations research, program evaluation, or similar fields.
  • Preference may be given to those with a related degree and / or experience with supervision, business software, and law enforcement specific software / platforms listed above.
  • Microsoft Access database queries and accessing SQL linked tables are also advantageous.
  • Experience with TraCS, MACH, NCJIS, and similar law enforcement software and data systems preferred.
  • Knowledge of law enforcement principles and outdoor recreation to include hunting, fishing, and trapping is preferred.
