About The Position

This position supports the State Opioid Treatment Authority (SOTA) and serves as the primary liaison between ODMHSAS and Opioid Treatment Programs (OTPs) across Oklahoma. The incumbent will lead coordination of technical assistance, training, and quality improvement efforts to strengthen the methadone and MOUD treatment system. The position will remain current on applicable laws, regulations, and emerging best practices related to methadone and MOUD services. A strong emphasis will be placed on reducing stigma and promoting evidence-based understanding of addiction and its treatment. Additionally, the position will collaborate across systems—including courts, child welfare, and other state and community partners—to improve awareness, reduce barriers to treatment, and support alignment with best practices related to MOUD. The role also supports SOTA responsibilities related to SAMHSA Extranet exception requests and fosters collaboration among OTPs, community partners, and federal stakeholders to improve access, quality, and outcomes in MOUD treatment statewide. This position is fully grant-funded and is contingent upon the availability of grant funding. Continued employment is dependent on the continuation of funding.

Requirements

  • Bachelor's degree and three years of professional experience,
  • Or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.

Nice To Haves

  • Master’s degree in Social Work, Sociology, Human Relations, Psychology, Public Health, Public Administration, Education, or related degree,
  • Four years of professional experience in the behavioral health field, with two years in substance use or treatment.
  • Demonstrated knowledge of and experience in medications for opioid use disorder (MOUD), including methadone, buprenorphine, and naltrexone, with strong preference for those with direct experience in an Opioid Treatment Programs (OTP) setting.

Responsibilities

  • Conduct regular site visits to OTPs to provide and/or coordinate technical assistance, training, and support.
  • Assist providers in implementing evidence-based practices and develop quality improvement plans while monitoring progress and outcomes.
  • Serve as primary liaison between OTP providers, ODMHSAS, community partners, and federal agencies to support coordination, communication, and problem-solving related to MOUD services.
  • Develop, implement, and deliver training and educational materials for treatment providers, community partners, cross-system stakeholders and the general public, focusing on increasing understanding of methadone and MOUD, promoting evidence-based practices, and reducing stigma associated with medication treatment.
  • Support development and oversight of contract statements of work (SOWs) and ensure contracted OTP providers meet state and federal requirements through monitoring activities, data review, and compliance tracking.
  • Assist the SOTA with SAMHSA Extranet exception requests and related documentation to ensure timely and compliant submission and tracking.
  • Update, monitor, and report on the Opioid Treatment Provider (OTP) Medication Registry to ensure accuracy, compliance, and appropriate utilization.
  • Participate in local, state, and federal trainings, meetings, and workgroups related to MOUD, OTP regulations, and emerging best practices.
  • Perform other related duties as assigned, including support for budget development, grant activities, GPRA data collection, and event or conference coordination.
