About The Position

The Department of Central Management Services (CMS) is seeking to hire an Accounts Payable Supervisor for the Office of Finance and Management (OFM). Under general direction, this position performs Supervisory duties such as assigning work, counseling staff and providing training and assistance to assigned staff. The position serves as a liaison between agency Bureaus, the Comptroller's Office and outside entities regarding AP processing and ensures AP processing is completed in accordance with established procedures and laws. An ideal candidate will have a proven background in AP processing, a strong attention to detail, have strong written and oral communication skills, and have experience with the operating systems and software used by CMS. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business administration, accounting, or finance.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in accounting, external/internal auditing, or public accounting

Nice To Haves

  • Prefers three (3) years professional experience working with governmental accounts payable, methods, and procedures.
  • Prefers three (3) years professional experience working with laws, rules and regulations relating to governmental accounting, such as Illinois Statutes, Travel Guide for State Employees, and Statewide Accounting Management System (SAMS).
  • Prefers three (3) years professional experience working with Enterprise Resource Planning (ERP) software such as Systems Applications Products (SAP), database management systems such as HANA, Statewide Accounting Management System (SAMS) and standard office software packages (such as Microsoft Excel, Word and Outlook).
  • Prefers one (1) year of supervisory, lead worker, or a comparable leadership role in directing accounts payable functions.
  • Prefers the ability to prepare comprehensive accounting reports, determine violations and noncompliance with the law, detect and explain significant irregularities, and to organize and perform a large volume of time-sensitive tasks.
  • Prefers skill and ability to evaluate more difficult accounting problems, analyze and interpret more complex accounting records, and resolve more difficult accounting discrepancies.
  • Prefers ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.
  • Prefers a registered or licensed CPA and/or a bachelor’s degree in accounting, business administration, or finance.

Responsibilities

  • Under general direction, serves as full line Accounts Payable (AP) Supervisor.
  • Communicates with Agency Bureaus, the Comptroller’s Office, and outside entities regarding accounts payable processing.
  • Reviews and monitors accounts payable related documentation for accuracy, compliance, appropriate approval, completion, etc.
  • Analyzes and evaluates, on an on-going basis, the operational aspect of the Accounts Payable functions for the purpose of updating management effectiveness.
  • Serves as an advisor to the CMS Accounting Operations Manager.
  • Directs the compilation and preparation of various weekly and monthly production and statistical reports.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
