About The Position

Accounting Officer performs accounting functions associated with payroll allocation; maintains large state-federal or state-county fiscal accounts in compliance with generally accepted accounting principles as well as federal, state and Minnesota State policies; prepares complex budgets and financial reports to meet institutional and department needs and objectives; assist the development of procedures and policies for the work involved; provides leadwork for Accounting professional and para-professional employees. Highly technical reconciliation skills and extensive knowledge of payroll accounting and budgeting practices to ensure that all transactions are accurately processed in a timely manner. Responsibilities include, but not limited to: Provide guidance and assistance to accounts payable, procurement, accounts receivable, and reconciliation employees related to reviewing work, providing direction, and training as needed. Develop, coordinate, and facilitate training for individuals or groups in the areas of college and system accounting structure, policies and procedures, grant procedures and guidelines, and internal controls. Perform payroll accounting duties that rely on a foundational understanding of organizational structure, standard pay by position, costing allocations, reports (including IPEDS and Minnesota State Cost Study), and budget structure. Establish and maintain various accounting systems to ensure effective and efficient budget management by comparing long- and short-range activity program recommendations; analyzing, developing and implementing accounting office procedures; conducting financial analysis for economical distribution or redistribution of resources; and planning and implementing computerized fiscal service systems. Perform accounting work for GEN, REV, and ENT funds. This work includes reconciliation, billing, and other duties as assigned. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner, including audit preparations and research so that all operations are successfully completed.

Requirements

  • One (1) year of experience using or querying a complex accounting system, including compiling data and running reports.
  • Demonstrated ability to prepare and present financial data and reports in a professional, timely, and effective manner.
  • Arithmetic and mathematics skills sufficient to compute totals, averages and percentages of numerical data and check or reconcile data.
  • Strong skills in designing, analyzing and organizing complex spreadsheets and databases. This should include building and maintaining complex spreadsheets and databases.
  • Excellent written, verbal and customer related skills sufficient to provide courteous and efficient service and communicate effectively with internal and external customers, explain policies and procedures; address complaints; as well as construct professionally written business letters and emails.
  • Demonstrates an ongoing understanding of cultural fluency. Incorporates culturally responsive practices, and actively engages in antiracism professional development learning opportunities.

Nice To Haves

  • Bachelor’s degree in accounting or related field.
  • Knowledge of generally accepted accounting principles (GAAP) including payroll, budgeting, and accounting.
  • Experience working in a higher education environment.
  • Familiarity with Minnesota State accounting system.
