About The Position

The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking an accounting expert that must be a Certified Public Accountant. They will be the lead in the coordination and reporting of the agency’s Annual Comprehensive Financial Report (“ACFR”). They will review, correct, and make recommendations on the agency’s internal accounting records to ensure agency compliance with GAAP and State accounting records. They will review, create, and make recommendations to internal controls over the agency’s financial records. They will assist in the review and collection of records for GAAP and assist in responding to various audit requests. This position will be highly involved in the agency’s SAP system and help ensure staff are correctly making entries, corrections, and overall accounting records within the system are accurate. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in accounting or auditing.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
  • Requires certification as a Certified Public Accountant (CPA).
  • Requires two (2) years of professional experience utilizing Generally Accepted Accounting Principles (GAAP) and performing GAAP financial reporting.
  • Requires two (2) years of professional experience working with accounting systems utilized by state and/or federal government agencies or similar accounting systems.
  • Requires a criminal history check through the Illinois State Police.
  • Requires ability to use state-supplied equipment such as cellphone, laptop, etc.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Nice To Haves

  • Two (2) years of professional experience utilizing Generally Accepted Accounting Principles (GAAP) and performing GAAP financial reporting.
  • Two (2) years of professional experience performing reviews, and making entries and corrections within the Illinois Enterprise Resource Planning (ERP) platform.
  • Master’s degree in accounting, finance, public administration or a related field.
  • Two (2) years of professional experience with the Illinois State Finance Act or similar governmental finance acts.
  • Two (2) years of professional experience with formulating, developing and implementing policies, programs and procedures for financial management, financial reporting, and/or accounting in a public or governmental organization.
  • Thorough knowledge of spreadsheet computer applications and the ability to develop comprehensive accounting, financial, and budgeting reports using those systems?

Responsibilities

  • Serves as the agency’s Annual Comprehensive Financial Report (ACFR) Coordinator.
  • Serves as the Accounting Compliance Officer for the Fiscal Division of IEMA-OHS.
  • Assists staff throughout the Fiscal Division on accounting requirements, audits, and reporting.
  • Creates, reviews, and makes recommendations to senior leadership on internal controls within the Fiscal Division to help facilitate accurate record keeping, including division policy, procedures, and standard operating procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
