About The Position

The Division of Fiscal Management within the Office of Budget and Fiscal Management is responsible for accounts payable and receivable, asset management, procurement, record retention, and other administrative tasks for the Finance and Administration Cabinet (FAC) and agencies administratively attached to FAC. The division includes the Internal Accounting Branch and the Purchasing and Procurement Branch, both of which offer solid foundations for someone to learn and perform such tasks for multiple departments. Other Division responsibilities include the preparation and presentation of trainings to agency management staff and annual procurement reports. Key Responsibilities: The Accounting II position within the Internal Accounting Branch would perform functional supervision of technical work in the maintenance of accounting and financial records for agencies within and administratively attached to the Finance and Administration Cabinet (FAC).

Requirements

  • EDUCATION: High school graduate.
  • EXPERIENCE, TRAINING, OR SKILLS: Three years of accounting, bookkeeping, or fiscal clerical experience.
  • Substitute EDUCATION for EXPERIENCE: Training in accounting, business administration, business education, office administration, or a related field will substitute for the required experience on a year-for-year basis.
  • Substitute EXPERIENCE for EDUCATION: Accounting, bookkeeping, or fiscal clerical experience will substitute for the required education on a year- for-year basis.

Responsibilities

  • Processes financial transactions expenditures, receipts and disbursement in state accounting system.
  • Prepares financial schedules to ensure all financial transactions are completed timely.
  • Performs all duties in compliance with policies, procedures, and regulations.
  • Audits and maintains financial documents such as invoices and compiles this information on spreadsheet for financial reporting and payment processing.
  • Maintain files as required for audit purposes and retention schedules.
  • Verifies cost allocations and reconciles accounting records such as invoices, contractual orders, etc. makes corrections accordingly.
  • Post, balance and reconcile accounting records with eMARS downloads and eMARS reports.
  • Assists staff with preparation and maintaining accounting systems, records, etc.
  • Compile financial data for daily, monthly, or annual reports as needed.
  • Performs functional supervision in the maintenance of accounting and financial records to ensure compliance with deadlines and policies.
