The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. We are seeking a reliable, self-motivated individual to serve in a full-time role for the employers and employees across the Commonwealth. This position is in the Office of Administrative Services, working in the Division of Fiscal Management, Accounting, Processing and Payment Section as an Accountant Clerk II at the Education and Labor Cabinet. The position will be based in Franklin County. This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends. Requirements

  • High school graduate.
  • Three years of accounting, bookkeeping, or fiscal clerical experience.
  • Excellent communication, problem-solving, analytical skills and Emars skills
  • Day to day computer skills to include projections/forecasting, fiscal analysis, and ability to see the "big picture".
  • Ability to work within a team as well as independently.
  • Excel experience (pivot tables, creating formulas, and charts).
  • Excellent interpersonal skills

Responsibilities

  • Reviews and processes Payment Request Commodity (PRC) or General Accounting Expense (GAX) payment documents for all Departments under Education and Labor Cabinet. Accept, confirm and reviews pro-card and travel items daily for section employees to process. Confirms and approves documents and provide revenue reports to departments and offices, as requested.
  • Verifies that the appropriate funding stream(s) are used and ensures multiprogram cost are dispersed appropriately between multiple accounts via reviewing all documentation from the contract or from researching previous payments and works with the appropriate Budget Specialist or Grant Specialist to get all funding issues resolved.
  • Audits and processes Travel Vouchers when needed for all the Departments under Education and Labor Cabinet. Verifies that the appropriate funding is being used and that all travel regulations set by Finance and by the Cabinet are being followed. Works with the appropriate Budget or Grant Specialist to get all funding issues resolved when needed.
  • Reviews and processes Internal Transaction Agreement (ITA) documents for payment when the Cabinet is charged for Internal Transaction Initiator (ITI) from another state agency (seller) for expenditures.
  • Assists with reconciling questionable invoice when needed.
