About The Position

Accountant IV - The successful candidate must be able to physically work in an onsite office setting and also have the infrastructure to telework from home on scheduled days. Provides payroll production and time labor and leave production support and consultative services as liaison between third party vendor(s) and HHS employees/managers. Policy interpretation and initiatives are at the direction of the HHS Payroll Time Labor and Leave (PTLL) Leads, Managers, and Directors. Responsibilities include processing payroll cancellations/reversals and special payments; certifying payroll payments (Doc 5 or revolving funds); (941 reports) to the IRS; coordinating approval/denial of Extended Sick Leave and Sick Leave Pool requests; assists with FMLA leave activity and FMLA Paid Parental Leave requests; processing military leave transactions; clearing leave exceptions and/or correcting leave. Perform post payment audits and assists with all internal/external audit entities including, but not limited to agency internal audit divisions, CPA, federal auditors, and State Auditor's Office. Works with all internal/external stakeholders to resolve exceptional/unique PR/TLL issues. Monitors and updates the CAPPS HCM system of record. Executes ad hoc queries of system. Facilitates development and publication of PTLL facts, data, and information. Provides system analysis of CAPPS and conducts system testing for all enhancements and legislative changes. Facilitates special projects as directed by the PTLL Leads, Managers, and Directors. Maintains adequate records/reports to reconcile monthly vendor and agency reports, process super security deletes, and balance fund accounts. Has a working knowledge of state and federal tax laws, and agency policies and procedures. Provide information to others (internally and externally) providing exchange of or verifying information, and addressing issues, Implements departmental accounting and leave policies and procedures in accordance with state and federal statutes and professionally accepted accounting principles and standards. Participates in the development of training materials and trains others. Performs all work with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned.

Requirements

  • Four (4) years of professional or administrative experience in payroll, accounting, leave accounting systems, human resources. or personnel management programs.
  • The professional and administrative experience may be substituted by completing a minimum of 30 semester hours of college course work (which equates to one year of experience) or having a Bachelors' degree from a college or university (which equates to four years of experience) with a major in accounting or other professional fields.
  • The college course work (in increments of 30 completed semester hours) or a Bachelors' degree may substitute for the required professional or administrative experience on a year-for-year basis with a maximum substitution of four (4) years.
  • Knowledge of: The agency's accounting and auditing principles and practices; governmental accounting; local, state, and federal laws pertaining to fiscal payroll and leave operations; Time Labor and Leave Regulations; Fair Labor Standards Act; Human resources laws and policy. Ability to interpret and apply business systems thinking and information technology. HHSC' Guiding Principles.   • Skill in: Customer service orientation and relationship management to communicate effectively, accurately, and respectfully with all agency personnel and the general public. Researching information, gathering data and analyzing data to arrive at a fact-based decision.
  • Ability to: Communicate effectively both orally and in writing. Plan, organize and follow agency methods and procedures of accounting and leave programs. Explain agency and division policies and procedures upon request. Understand laws and regulations and apply accounting theory. Ability to complete multiple assignments within a designated time period without compromising accuracy.

Responsibilities

  • Communicates with others (internally and externally) to provide, exchange, or verify PTLL information; answer inquiries, address issues, or respond to complaints. Performs all work with moderate latitude for the use of initiative and independent judgment.
  • Serves as liaison for assigned area on issues with agency staff and/or outside entities. Performs research on issues related to PTLL discrepancies and questions.
  • Responds to all inquiries sent to the PTLL general email address.
  • Performs related work as assigned. Work involves implementing objectives to increase efficiency. Participation in work groups.
