About The Position

The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. The Accountant I position in the North Carolina State Bureau of Investigation (SBI) Business Office performs professional accounting work requiring the application of accounting principles and analytical techniques to the review, analysis, and reporting of financial data. This position ensures compliance with state and federal fiscal regulations and supports the SBI’s mission by maintaining accurate financial records and sound fiscal controls. The Accountant I position's responsibilities are divided to support the accounting operations for the SBI Business Office and to provide accounting and financial support for the Centers for Safe Schools (CFSS), a department outside of the Business Office. This collaboration helps to ensure consistent fiscal oversight, compliance, and timely financial reporting across both departments.

Requirements

  • Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting.
  • Equivalent combination of education and experience.

Nice To Haves

  • Knowledge of accounting theories and/or Generally Accepted Accounting Principles (GAAP).
  • Experience using the North Carolina Financial System (NCFS),and/or another electronic accounting system(s).
  • Knowledge of governmental accounting methods, procedures, financial practices and/or knowledge of laws/regulations relating to governmental accounting.
  • Experience analyzing and/or correcting financial accounting errors.
  • Proficiency with Microsoft Excel.

Responsibilities

  • Provide assistance and coding for appropriate accounts and funding sources.
  • Process and review accounting transactions in compliance with state fiscal policies and procedures.
  • Prepare and reconcile general ledger accounts and journal entries.
  • Monitor budgets, expenditures, and encumbrances to ensure appropriate fund utilization.
  • Assist with travel approval and reimbursements.
  • Assist with purchase requests.
  • P-Card support and reconciliation.
  • Support audit preparation and respond to inquiries from auditors and management.
  • Collaborate with internal divisions, external agencies, and vendors to ensure timely and accurate financial operations.
  • Maintain internal controls and documentation to ensure fiscal accountability and data integrity.
  • Preparation and analysis of ad hoc reports.
