Click here. What we are looking for: We are looking for an experienced governmental accountant who is ready to step into a leadership role and help drive the financial operations of ODF. As the Lead Program Accountant, you will assist the Financial Reporting Manager and will serve as the Lead Accountant for Program and Area accountants and as the primary financial point of contact across agency divisions. This position will perform complex financial analysis, coordinate year end ACFR reporting and ensure all transactions comply with OEM, GAAP, ORS and agency policies. Additionally, will develop and maintain internal controls and help drive efficiency recommendations across Financial Services. The ideal candidate brings strong governmental accounting expertise, experience leading an accounting team, the ability to manage competing deadlines in a complex organization, and proficiency in RSTARS, Workday, and related financial systems.

Requirements

  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations OR A Bachelor’s degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations OR 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records c) preparing audited financial statements and reports d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries. 15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.
  • Driver’s License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver’s license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.

Nice To Haves

  • Extensive knowledge of G.A.A.P. and federal reporting requirements.
  • Must have high level computer skills using Excel spreadsheet software and other database and querying tools.
  • Ability to work independently with little supervision, the ability to make proper sound decisions, and the ability to do accurate work are required.
  • Knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and governmental accounting.
  • Working knowledge of RSTARS and Hyperion Interactive Reporting Studio (BRIO) or other query tools used by the agency with excellent computer skills using database and spreadsheet software.
  • Requires knowledge and established skills in fiscal control and budget management.
  • Requires extensive knowledge of applicable laws, rules, regulations, and policies are needed to develop, modify, and implement appropriate accounting policies and procedures.
