About The Position

This is a position in the Health Department where youth, ages 16 to 17, perform duties for a temporary period of time working one day per week, with very flexible hours to work around school and extra- curricular activities. Occasional weekend work may be required. Employees are selected by the local Wisconsin WINS coordinator. Employees in this class work within the general guidelines of the Wisconsin WINS program to increase compliance with the State law that prohibits the sale of tobacco to minors. Employees in this class work under adult supervision only.

Requirements

  • Must currently not smoke or use any tobacco products.
  • Ability to communicate effectively both orally and in writing.
  • Must be 16 to 17 years old and able to meet the requirements of work listed above.
  • Requires Wisconsin WINS youth training upon acceptance of hire.
  • Requires availability and flexibility of working hours to include after-school, weekend, and non-school days.

Responsibilities

  • Conducts tobacco compliance checks to area retailers in La Crosse, Monroe, and Jackson Counties.
  • Tobacco compliance checks include travel to tobacco retailers and attempting to buy tobacco products under the supervision of the Wisconsin WINS coordinator.
  • If the clerk refuses to sell tobacco to the minor, the youth will immediately recognize the clerk for doing the "right thing."
  • If the clerk continues the sale of a tobacco product to a minor, the youth will complete the purchase.
  • Tobacco products will be turned over to the Wisconsin WINS coordinator immediately after completing the compliance investigation.
  • Local law enforcement will be notified of the results of the compliance checks and will decide if a citation is to be issued to the clerk/retailer that sold a tobacco product to a minor.
  • Documents visit to retailers by completing the required compliance check paperwork.
  • May be required to testify in court if a tobacco retailer contests a citation issued as a result of a compliance check.
  • In this public service position, employee is required to be courteous, cooperative and respectful with the public at all times.
  • Also, youth is required to maintain a courteous, cooperative and respectful working relationship with other employees, supervisors and public officials.
