About The Position

The Program Specialist is responsible for planning, directing, instructing, coordinating, and evaluating a wide variety of recreational programs, seasonal activities, camps, and special events serving residents of all ages. This position plays a key leadership role in delivering high-quality, inclusive, and engaging programming that enhances community wellness and promotes positive youth development. This role plays a vital part in advancing the mission of the Youth and Recreation Department by fostering inclusive, safe, and engaging environments that promote physical activity, creativity, social connection, and lifelong learning. Program Specialists may serve as lead instructors, coaches, aquatic staff, Camp Directors, activity coordinators, or program managers depending on assignment. The position requires independent judgment, strong leadership skills, and subject matter expertise in designated program areas. This is a responsible position for a mature adult to supervise and conduct classes, provide periods of instruction in coaching or officiating, order supplies, keep accurate records and work directly with the Community Recreation Supervisor in related activities. Assignments of the Program Specialist may include: Aerobics Instructor Photography Instructor Aquatics Director Sports & Athletic Programs Arts & Crafts Instructor Tennis Instructor Chess Instructor Van Driver Computer Instructor (S.T.E.M.) Zumba Instructor Dance Instructor Yoga Instructor Some special, limited programming assignments may offer a higher rate of pay; rate based upon experience and availability of funding. Hours of work will vary with assignment.

Requirements

  • High school education or equivalent required.
  • Completion of at least one year of college coursework in Recreation, Education, Physical Education, Art/Design, Human Services, or a related field preferred; or equivalent experience in municipal, school-based, or community recreation programming.
  • Demonstrated experience instructing, coaching, directing, or leading group activities.
  • One year of experience working in school, municipal, nonprofit, or community-based recreational or educational programming is preferred.
  • CPR/AED, First Aid, Heimlich Maneuver, and concussion protocol certification required or must be obtained within a designated time frame.
  • Additional specialized certifications may be required based on assignment (e.g., Lifeguard Certification, Coaching Certification, Boating Safety, etc.).
  • Ideal candidates will demonstrate an understanding of small group supervision, youth development principles, and inclusive recreation practices that support participants from diverse cultural and socioeconomic backgrounds.
  • Knowledge and practical experience in at least one recreational specialty area (e.g., aquatics, arts, dance, sports, fitness, outdoor recreation, enrichment).
  • Strong leadership and group management skills.
  • Strong communication (verbal and written) and interpersonal skills to manage and work with groups of all ages.
  • Must have the ability to communicate clearly and effectively with participants, parents/guardians, coworkers, and supervisors.
  • Ability to independently plan, implement, and evaluate recreational programming.
  • Strong interpersonal, leadership, and customer service skills.
  • Ability to work effectively in a team environment, to collaborate with other specialists, instructors, and support staff.
  • Ability to work independently according to general or specific instructions.
  • Understanding of the diverse cultural backgrounds within the community, recognizing and respecting cultural differences.
  • Proficiency in basic computer applications for data entry, record keeping, reporting, and communications, which may include the use of spreadsheets, databases, and relevant software for tracking program attendance, feedback, and incidents.
  • Ability to plan, organize, and implement age-appropriate activities.
  • In-depth understanding of safety protocols and guidelines relevant to recreational activities, including emergency response protocols.
  • Must have the ability to take control in an emergency situation
  • Ability to exercise sound judgment, maintain professionalism, and handle stressful situations.
  • Ability and willingness to work in various weather conditions, including rain, snow, or extreme temperatures may be required, depending on programming.
  • Agility and physical fitness to be mobile and stand, walk, bend, lift equipment and remain physically active for extended periods of time.
  • Ability to actively participate in recreational activities as required by program assignment.
  • Flexibility to work evenings, weekends, and variable schedules as required by program needs.
  • Valid Connecticut driver’s license required for assignments involving operating City vehicles.
  • Some assignments may require additional certifications or licenses (e.g., RN license, lifeguard certification, coaching certification).

Responsibilities

  • Plan, organize, direct, instruct, and/or officiate a variety of recreational programs including but not limited to aquatics, arts and crafts, dance, chess, photography, sports, camps, outdoor adventure activities, and seasonal park programming.
  • Develop lesson plans, curriculum outlines, and structured activities tailored to the age, skill level, and interests of participants.
  • Coordinate assigned programs or events, including scheduling, staffing, supply management, and facility preparation.
  • Serve in leadership capacities such as Camp Director, Program Lead, or Site Supervisor when assigned.
  • Supervise participants independently, ensuring a safe, inclusive, and positive recreational environment.
  • Provide mentorship and direction to Program Aides and seasonal staff.
  • Assist with equipment setup, inspection, maintenance, and breakdown for activities and special events.
  • Monitor and enforce department rules, safety standards, and risk management procedures.
  • Respond effectively and professionally to emergencies and incidents, following established protocols.
  • Maintain accurate records including attendance, incident reports, evaluations, and program feedback.
  • Engage participants and visitors in a friendly, informative, and customer-service-oriented manner.
  • Collaborate with supervisors and fellow staff to evaluate program effectiveness and recommend improvements.
  • May transport participants or equipment in department vehicles in accordance with municipal policies.
  • Perform related duties as assigned.
