This position is primarily remote, with regular travel throughout Lane County, Oregon to meet with youth, caregivers, and community partners. Must reside in the local area. As a Youth Permanency Specialist , you'll work directly with youth and families to help them understand their permanency needs, process their history, and strengthen the relationships that support long‑term connection.

Requirements

  • Bachelor's degree + 2 years of experience in social work, counseling, psychology, or a related field OR equivalent education and experience
  • Familiarity with the ODHS Child Welfare system, child development, and trauma‑informed care
  • Experience supporting youth with behavioral, developmental, and social‑emotional needs
  • Strong communication skills-verbal, written, and interpersonal
  • Ability to manage multiple priorities with professionalism and empathy
  • Ability to work independently and as part of a team
  • Proficiency with Microsoft Office and case management systems (including ETO)
  • Reliable transportation and ability to travel regularly within Lane County
  • Valid driver's license, auto insurance, and acceptable driving record
  • Ability to provide official or unofficial transcripts

  • Direct service experience with youth and families
  • Lived or professional experience with foster care
  • Bilingual/bicultural (English/Spanish)

Responsibilities

  • Review case plans, evaluations, and background materials to understand each youth's needs
  • Collaborate with ODHS staff, caregivers, CASA volunteers, and community partners
  • Provide direct services using models such as: 3‑5‑7© Model and Life Story Work Trauma‑informed parenting strategies (including Collaborative Problem Solving) Engagement with natural supports and family members
  • Support youth in exploring their permanency goals, processing losses, and rebuilding connections
  • Facilitate clarification work, visits, and relationship transitions
  • Support resource families in preparing youth for reunification, adoption, guardianship, or long‑term foster care
  • Maintain timely case notes, reports, and documentation
  • Participate in team meetings, professional development, and agency trainings (including some in‑person meetings at Portland headquarters)
