About The Position

The Illinois Department of Employment Security (IDES) is seeking an organized, customer-focused, and results-oriented professional to serve as the Workforce Analysis & Dissemination Manager. Responsibilities include managing a team of labor market analysts/career specialists/ publication professionals, overseeing the publication of labor market and career information, and serving as the IDES Economic Information & Analysis (EI&A) Division’s lead on the federal Workforce Innovation Opportunity Act (WIOA) engagements. This position provides a great opportunity for someone who has extensive knowledge in economic statistics and labor market information and is dedicated to harnessing that information to improve work outcomes for Illinois residents and businesses. Requirements

  • Requires a master’s degree with a major in the related fields of Economics, Business Administration, Public Administration, Public Policy, Sociology, or Statistics
  • Requires four (4) years of progressively responsible administrative experience in economic research and/or statistical analysis OR (6) six years of professional experience in economic research and/or statistical analysis
  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

  • Four (4) years of professional experience serving as the primary point of contact with stakeholders, customers or partners, providing technical guidance, responding to data or research inquiries, or communicating complex information
  • Four (4) years of professional experience managing staff, including assigning and reviewing work, establishing priorities, fostering teamwork and evaluating staff performance.
  • Four (4) years of professional experience performing statistical analysis of labor, employment, and/or wage data using statistical and visualization tools, including but not limited to SPSS, STATA, SAS, Tableau, or Power BI
  • Three (3) years of professional experience preparing and presenting written and oral reports containing complex integration of economics, demographics and labor market information in usable and informative layouts
  • One (1) year managerial experience in a public or nonprofit organization or federally funded program environment subject to regulatory requirements

Responsibilities

  • Subject to administrative approval, serves as the Workforce Analysis & Dissemination (WAD) Manager for the Illinois Department of Employment Security (IDES)
  • Serves as full-line supervisor
  • Plans, designs and coordinates comprehensive projects involving the collection and forecasting of detailed economic data from primary and secondary sources in conjunction with Workforce Innovation and Opportunity Act (WIOA) partners
  • Controls the overall structure, documentation, formatting and publishing of research and federal reports related to Workforce Analysis & Dissemination (WAD) programs, including but not limited to reports integrating economics, demographics and labor market information
  • Establishes and/or maintains relationships with local, state, national, and federal stakeholders
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
