The Human Resources Division is an agency within the Executive Office for Administration and Finance. HRD provides legal advice, civil service guidance, training, policy guidance, and technical assistance to state agencies and municipalities. HRD provides support in all matters relating to the Commonwealth's classification, compensation, benefits, recruitment, training & employee development, civil rights, collective bargaining and workers compensation administration. General Statement of Duties Defends the Commonwealth's Human Resources Division/Workers' Compensation Unit (HRD/WC) (approximately 150 state agencies) in all workers’ compensation matters before the Department of Industrial Accidents (DIA).
