About The Position

Provide computing technical staff administration and work management for the IS&S Y-12 Mission Applications Work For Others (WFO) and Special Projects Services organization. Provide management and oversight of personnel, direct end-user/CNS business customers interaction, and facilitates operations with other IS&S organizations across CNS. Duties include working closely with project shareholders to scope, estimate, develop SOWs, and provide overall technical leadership to develop, implement and maintain application software solutions internal to CNS and externally across other Federal Government agencies. The selected candidate will be responsible for ensuring implementations adhere to all company policies and procedures. The position requires knowledge and experience of software quality assurance and the software engineering life cycle associated with enterprise level application software systems.

Requirements

  • Bachelor's degree in Computer Science or a related discipline with a minimum 7 years of relevant experience
  • Previous IT technical management experience required, which includes experience leading large and diverse application development teams and projects
  • Thirteen years or more of relevant education, training, and progressive leadership experience may be considered to satisfy educational and years-of-experience requirements for this posting
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
  • This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
  • This position may be categorized as a "designated position" identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Responsibilities

  • Manage WFO and Special Projects Services organization staff including all employee administration requirements associated with Compensation, Time and Attendance, Performance, and Work Load
  • Work closely with functional and business team members, project management, enterprise architects, system engineers, and application developers to manage the design and development of enterprise applications based on approved architecture and business requirements
  • Ensure adherence to defined project management policies, change management guidelines, cyber security requirements, and quality assurance processes
  • Work with IS&S project management and other Federal Government customers to deliver solutions on schedule and within budget
  • Support IS&S planning and management effort and formal ITIL review boards
  • Provide enhanced IS&S management leadership with effective communication skills in a team setting
