About The Position

Serves as the first point of contact for potential WIOA participants, determining eligibility and completing necessary intake procedures. Responsibilities include conducting and scheduling eligibility intakes, completing file reviews, performing data entry, uploading and submitting eligibility documents to the database system, facilitating outreach events, and carrying out other tasks to support participant enrollment in the WIOA program.

Requirements

  • Associate’s degree in Business Administration, Human Services, Social Work, Workforce Development, or a related field or equivalent, or Bachelor’s preferred.
  • Valid California Class C driver’s license preferred.
  • Three years’ experience in direct sales, marketing, recruiting, human resources, or related profession, or equivalent.
  • Familiarity with local employers and industries.
  • Familiarity with Goodwill’s mission, general Company policies and procedures (this may be learned on-the-job).
  • Thorough knowledge of and demonstrated proficiency in computer technology, including advanced recordkeeping software, state-of-the-art internet job search techniques, and typical computer software programs.
  • Ability to communicate effectively in English, both orally and in writing.
  • Ability to understand and follow program-specific policies and procedures.
  • Ability to demonstrate sensitivity to the needs of individual clients in terms of cultural diversity, physical limitations, economic hardship, learning disabilities, or any other areas of difference or barriers to employment that participants may have.
  • Ability to demonstrate understanding of the entire operations of the job site and ability to work across functions as needed to ensure both the optimal delivery of services to the public and a supportive work environment.
  • Ability to demonstrate flexibility in service delivery times, including being available to attend community events or offer services during the evenings and weekends as determined to be in the best interest of serving the needs of the community.
  • Ability to deal with people beyond giving and receiving instructions.
  • Ability to display comfort at relationship marketing, demonstrated by meeting new people and describing workforce services both at business community events and over the phone in the form of “cold calling”.
  • Ability to understand others’ feelings and personal viewpoints and adapt accordingly.
  • Ability to organize and utilize time effectively to coordinate client schedules, staffing, and report writing duties.
  • Ability to reason, make generalizations, evaluations, and decisions based on both sensory/judgmental and measurable/verifiable criteria.
  • Ability to drive a vehicle in the transaction of company business. This requires a good driving record and may require the ability to provide evidence of personal vehicle liability insurance.
  • Ability to adhere to safe work practices as documented in Company policies; ability to report safety hazards/accidents promptly to supervisor or safety committee member.

Nice To Haves

  • Familiarity with DOL Employment and Training programs preferred.
  • Ability to communicate in basic Spanish desirable.

Responsibilities

  • Serve as the initial point of contact for potential participants, providing information about program services, eligibility criteria, and enrollment requirements.
  • Respond to inquiries via phone, email, and in-person interactions, addressing questions regarding program participation and next steps.
  • Support community outreach events to gage and inform potential participants about available program services.
  • Participate in Rapid Response events to provide immediate assistance and resources to individuals affected by layoffs or workforce reductions.
  • Conduct and schedule eligibility intakes, ensuring applicants meet WIOA program requirements.
  • Assist participants in completing intake forms and gathering necessary documentation.
  • Explain eligibility requirements and guide participants through the enrollment process.
  • Verify eligibility documents and ensure all required paperwork is complete, accurate, and submitted within program deadlines.
  • Maintain compliance with WIOA regulations by reviewing and organizing participant files.
  • Track and follow up on missing or incomplete documentation.
  • Enter participant information and application details into the database system accurately and in a timely manner.
  • Upload and submit eligibility documents into the designated database for record-keeping and compliance.
  • Maintain accurate case notes and documentation of participant progress and interactions.
  • Complete special projects as required/requested.
  • Perform related duties as assigned.
