About The Position

GENERAL STATEMENT OF DUTIES: To serve as the state’s weatherization technical expert; to monitor weatherization work performed in the field by weatherization contractors and Subgrantee auditors; to ensure conformance to procedures outlined in the program’s Operations Manual, Field Manual, and State Plan; to serve as liaison between the Department of Human Services (DHS) and the Subgrantees; to act as a representative of the Weatherization Assistance Program (WAP) when dealing with clients; to operate in the field with contractors at a high level of proficiency; to perform related work as required.

Requirements

  • A documented working knowledge of weatherization technical skills; the ability to conduct complex desk reviews and comprehensive audit assessments of specialized program audits to meet mandatory minimums and standard expectations of private and federal entities; a demonstrated ability to complete audits; knowledge of and skill in the proper use of tools and the proper methods of measurement;, the ability to accurately complete audits on a scheduled basis; the ability to conduct visits of workin-progress to evaluate the quality of work of weatherization contractors to assess safe work practices, such as lead safe weatherization protocols; the ability to report findings and trends both verbally and in writing; possession of basic to advanced computer skills to utilize and maintain reporting tools and forms in-line with periodic required reports, which include: Daily Schedule, Monitoring Log Book, State Monitor Reports, State Monitor Tracking Sheet, Weatherization Field Report, File Review Checklist, QCI Inspection Form; and related capacities and abilities.
  • Education: Graduation from a college of recognized standing with an associate’s degree in building construction technology, building engineering technology, construction management, civil engineering or a closely related field; and,
  • Experience: At least three (3) years of employment in general building construction as a contractor, skilled trades worker, a person in charge of structural construction, or a combination thereof.
  • Or, possession of a high school diploma and at least five (5) years of employment in general building construction as a contractor, skilled trades worker, a person in charge of structural construction, or a combination thereof.
  • At the time of appointment and continually thereafter, must possess and maintain the following licenses and/or certifications as a condition of employment:
  • 1. BPI Building Analyst or Envelope Professional (BA)
  • 2. BPI Energy Auditor (EA)
  • 3. Quality Control Inspector (QCI)
  • 4. OSHA 10 – Construction Safety
  • 5. Lead Renovator
  • 6. Valid motor vehicle operator’s license

Responsibilities

  • To serve as the state’s weatherization technical expert.
  • To monitor weatherization work performed in the field by weatherization contractors and Subgrantee auditors.
  • To ensure conformance to procedures outlined in the program’s Operations Manual, Field Manual, and State Plan.
  • To serve as liaison between the Department of Human Services (DHS) and the Subgrantees.
  • To act as a representative of the Weatherization Assistance Program (WAP) when dealing with clients.
  • To operate in the field with contractors at a high level of proficiency.
  • To deliver formal monitoring report and, track corrective actions and recommendations to subgrantees.
  • To contribute technical guidance for all updates and maintenance of the RI WAP/IES Field Guide, Operations Manual and Standard Work Specifications.
  • To serve as liaison between DHS and the subgrantees for all portions of the weatherization software that pertain to field operations such as auditing, inspections, monitoring, and other related functions.
  • To conduct the annual technical monitoring of the Subgrantee(s) as required by the federal Department of Energy (DOE).
  • To contribute technical guidance in establishing the material and labor costs associated with weatherization measures.
  • To maintain a field logbook documenting all formal and informal site visits.
  • To contribute technical guidance for all health and safety training for administrative and field staff, implementation of DOE updates, and updating of the Rhode Island Health & Safety Plan.
  • To investigate client concerns that require a visit to the client’s home.
  • To investigate auditor/contractor relationships to ensure that fraudulent practices do not occur.
  • To contribute technical guidance when developing WAP partnerships with other organizations.
  • To contribute to presentations and discussions at agency auditor meetings along with weatherization industry representatives.
  • To participate in workforce development opportunities for the WAP through educational institutions, community groups, non-profits, and other similar organizations.
  • To assist in the maintenance of the Approved Contractor List.
  • To assist in planning and implementing the Annual Training & Technical Assistance Plan.
  • To participate in trainings, conferences, webinars, and conference calls as assigned.
  • To perform annual inventory assessments and evaluation of all tools, equipment and vehicles purchased with federal funds using the Inventory Template (Form A18).
  • To review calibration records for all applicable diagnostic equipment to ensure that equipment is being maintained and performing as intended.
  • As assigned, to contribute technical guidance in approval of heating system repair and replacement.
  • To perform related duties as required.
