About The Position

The Weatherization Program Director will be responsible for all aspects of Bay Aging’s Weatherization Assistance Grants (DOE Weatherization, LIHEAP Weatherization, and IIJA\BIL Weatherization) including grant administration and operations, reporting, compliance, and coordination with internal and external stakeholders. This position will serve as a Program Director focused on the administration of Bay Aging’s Weatherization Program, which works to reduce energy costs for low-income households in our Region, while increasing the energy efficiency of homes, and also ensuring the health and safety of homes. The Weatherization Program Director will supervise the Assistant Director of Single-Family Housing – Weatherization, the Weatherization Energy Auditor/Crew Supervisor, and the Weatherization Energy Auditor/Quality Control Inspector. The Weatherization Program Director will report to the Director, Planning & Development. Salary: $90,000/yr - $110,000/yr. Essential functions Weatherization Grant Management Must be able to interpret and implement Federal and State Weatherization Assistance Program (WAP) Regulations and Compliance Standards. Responsible for working with Weatherization Staff and the Finance Director on the Submission of the Agency’s Annual Weatherization Grant Management Plan. Responsible for working with Weatherization Staff and the Finance Director on the Submission of all supporting documentation submission for the Agency’s Annual Fiscal Compliance Review. Responsible for working with Weatherization Staff in preparing for the Agency’s Annual Weatherization Technical Compliance Visit/Review. Work with Weatherization Staff to assure the Agency’s Sub-Contractors DPOR Licensing, Certifications, Insurance Coverages, and Sub-Contractor Standing Agreements remain up to date and in compliance. Work with Weatherization Staff to Oversee and Maintain Bay Aging’s DPOR Licenses; as well as the Weatherization Staff’s required DPOR Licenses and Certifications. Manage Annual Weatherization Contracts from Contract Signing through Contract Close-Out. Weatherization Job Management and Coordination. Coordinate the Client Intake, Client Application, Energy Auditing, Weatherization Work Scheduling and Weatherization Work Quality Control Processes for the Agency’s Weatherization Grants. Lead the Weatherization Staff and Weatherization Sub-Contractors in meeting Monthly, Quarterly, and Annual Production Goals for the Agency’s Weatherization Contracts. Serves as a resource for Weatherization Staff, the Finance Director, and the Weatherization Sub-Contractors, concerning State and Federal Weatherization Regulations, Guidance, and Weatherization Work Minimum Standards. Review all Sub-Contractor Work Estimates; and Approve all Sub-Contractor Invoices upon completion of contracted out work. Oversee the Weatherization Staff to assure the timely submission of vouchers, approval of vouchers, and payments to Contractors and Vendors. Weatherization Inventory, Job Reporting and Invoice Submission to Grantors. Work with Weatherization Staff to assure the proper procurement of Weatherization Materials, Tools, Equipment, and Vehicles; necessary to complete the Agency’s Weatherization Jobs. Work with Weatherization Staff to maintain, track, and report on a monthly and annual basis, the Agency’s Weatherization Materials Inventory, in order to track monthly and annual Materials Costs. Work with the Weatherization Staff to assure the Agency’s individual Weatherization Jobs are properly reported in the State’s Weatherization Program (Hancock/Mint); from the point of initial Client Application, through the submission of the Completed Weatherization Job as part of a Monthly Invoice. Work with the Agency Finance Director on the timely submission of Monthly Invoices to the Department of Housing & Community Development, for reimbursement. Computer Skills/Project Management Ability to obtain and display working knowledge of Microsoft WORD, Excel, Power Point, as well as the ability to learn and become proficient with the Federal and State Weatherization Program’s Hanock/Mint Weatherization Software Program, and the Virginia Department of Housing and Community Development’s CAMS Program. Ability to set goals, plan and manage multiple projects, budgets, cost, time, and teams working on ongoing projects. DECISION MAKING Handle daily responsibilities with minimal supervision. Refer to supervisor when faced with new or unusual situations. KNOWLEDGE Must have demonstrated prior professional and/or field experience working with a Local/Regional Weatherization Assistance Program, which administers the U.S. Department of Energy’s Weatherization Assistance Program; and the Virginia Department of Housing & Community Development’s LIHEAP Weatherization Program. Current certification as a BPI Certified Weatherization QCI and/or Auditor preferred; or the ability to become certified within a one-year period. Must be proficient in verbal/written communication.
