Tidewater Inc. is seeking an accomplished NACE Level III Certified Coating Inspector to support upcoming U.S. Department of State (DoS) Water Tank Remediation IDIQ opportunities and lead critical assessment and remediation efforts at U.S. Embassies and Consulates worldwide. This role offers the chance to drive high‑impact technical work, including detailed surface inspections, coating evaluations, and the development and oversight of repair and recoating strategies. Requirements

  • Minimum 3-5 years of experience in coating inspection assessments, repairs, and lining of concrete water storage tanks, including fundamental knowledge of surface preparation, coating application, and safety standards.
  • Certified Coating Inspector credentials: SSPC Certified Concrete Coating Inspector NACE Level III Certified Coating Inspector (required onsite during all coating and surface preparation activities) Approved equivalent certifications.
  • Experience supporting similar federal or overseas infrastructure projects.
  • Valid U.S. Passport or ability to obtain one. Ability to travel internationally and obtain necessary country clearances.
  • Strong technical writing and documentation skills to stringently document all activities, actions, and services completed per all applicable regulations.

Nice To Haves

  • Manufacturer-approved applicator for NSF 61 certified coating systems.
  • Familiarity with standards used (NACE, SSPC, ACI, ICRI, AWWA, NSF/ANSI).
  • Confined space entry, OSHA-30, HAZWOPER certifications.
  • Familiarity with PERMISHEM permitting and confined space, and USACE EM 385-1-1.
  • Familiarity with DoS/OBO standards and procedures.
  • Experience working with federal government contracts, preferably for Embassies/Consulates
  • Ability to work independently and collaboratively with diverse teams, in sometimes difficult locations overseas.
  • Clearance-eligible or currently cleared (Top Secret preferred).

Responsibilities

  • Conduct site inspections and surface condition assessments of concrete water storage tanks (10,000 to 150,000 liters) at overseas DoS facilities.
  • Evaluate the integrity of tank surfaces, interiors, exteriors, piping, entry, and venting systems. Identify causes of deterioration and recommend repair strategies for concrete surfaces, joints, and cracks.
  • Develop detailed site survey reports including findings, recommendations, and cost proposals.
  • Prepare, oversee compliance, and support execution of repair/coating plans using NSF/ANSI 61 certified or OBO-approved equivalent products (e.g., 2-part elastomeric polyurethane coatings) w/ onsite team, ensuring all coating work is free of defects such as uncured material, inadequate thickness, pinholes, blisters, delamination, and foreign matter.
  • Oversee and perform compliant surface preparation and application of coatings in accordance with manufacturer specifications and approved mil thickness.
  • Ensure compliance with confined space entry protocols and safety standards, including OSHA 29 CFR 1910.146 and USACE EM 385-1-1.
  • Prepare and submit PERMISHEM permit applications and confined space rescue plans, including hazard assessments and PPE protocols.
  • Conduct and document inspections, including surface preparation, coating application, and testing per ASTM D6132 and D4414.
  • Provide post-repair documentation, training, and support for maintenance of coated tanks, including detailed technical assessment and service completion reports.
  • Participate in commissioning, testing, and final acceptance procedures, including conducting disinfecting of tanks per ANSI/AWWA C652-11 standards, including chlorine residual and coliform testing prior to returning tanks to service.
  • When onsite, maintain daily reports detailing work performed, safety issues, environmental conditions, materials used, and inspection results during mobilization and project execution.
