Manages the day-to-day operations and maintenance of the City's water and wastewater systems. Utilizes personnel, materials, contractors, budget preparation and oversight to conduct operations and maintenance activities in a safe, regulatory compliant and efficient manner. Essential duties and responsibilities may include, but are not limited to, the following: Ensures that safe, efficient, and proper operational, maintenance and construction practices are followed in the operation and maintenance of water and wastewater mains, pumps, motors and facilities. Develops and communicates department policies, operating procedures, reports and operational and performance metrics to measure department success. Selects, supervises, and develops staff through the review of performance data, conferences, counseling, training, and the evaluation of performance. Designs and implements programs and inspection, investigation and enforcement activities. Oversees the contracted operations of the water and wastewater treatment facilities. Develops and implements the department's qualification and training plan, including the annual update of qualification manuals and scheduling of internal and external training. Prepares, implements, and monitors annual and midpoint operations budget for department; conducts annual and midpoint budget evaluations, forecasts staffing, material and contractor service needs. Develops annual and five-year CIP with the Systems Engineering Department. Participates in the design, review, and construction of water and wastewater capital projects to include treatment facilities. Determines proper stock levels for parts and tools, approves purchases. Conducts root cause evaluation for system operations and maintenance problems; develops programs, policies and procedures to prevent recurrence. Coordinates work assignments with other departments. Performs other duties as assigned or as required.

Requirements

Associate’s degree from an accredited college or university with major coursework in science or a related field. Six (6) years of full-time progressively responsible experience in municipal water and wastewater operations. Three (3) years of the required experience must have been in a supervisor role.
OR High School diploma or equivalent. Eight (8) years of full-time progressively responsible experience in municipal water and wastewater operations. Four (4) years of the required experience must have been in a supervisor role requiring a high level of management and leadership skills.
OR Bachelor’s degree in science or engineering. Five (5) years of full-time experience progressively responsible experience in municipal water and wastewater operations. Two (2) years of the required experience must have been in a supervisor role requiring a high level of management and leadership skills.
Knowledge of: Principles, practices, and procedures related to the operations, maintenance and construction of water and wastewater systems. Federal and state laws and regulations applicable to water and wastewater systems. Advanced laboratory techniques and practices. Advanced process control procedures for water and wastewater.
Skill in: Establishing and maintaining effective working relationships. Understanding detailed oral and written instructions. Communicating effectively both orally and in writing. Demonstrating a high level of leadership skills and principles that are considered values-based. Reading and comprehending operation and technical manuals, letters, logs, memos, warning labels, governmental and industry regulations, department policies and procedures, continuing education materials and review of blueprint designs. Performing financial/budgetary calculations and performing mathematical calculations. Making judgments from visual, oral, and written information. Analyzing situations and implementing immediate, effective and reasonable courses of action in accordance with proper policies and procedures.
Class “B” Water Distribution and Class “III” Wastewater Collection licenses issued by the Texas Commission on Environmental Quality. (Candidate must have an Associate or bachelor’s degree) OR Class “A” Water Distribution and Class “III” Wastewater Collection licenses issued by the Texas Commission on Environmental Quality. (Candidate with a High School diploma or equivalent)
AND Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
