About The Position

Assists in conducting a variety of field investigations in connection with water service malfunctions, abnormalities, interruptions, complaints, and activities related to water conservation and reduction in unaccounted for water; receives training and performs selected phases of investigative work on a progressively responsible basis; and performs other related duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from high school; and one (1) year of general work experience, and one and one half (1 ½) years of specialized work experience in the examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures.
  • Qualifying General Work Experience: Any work experience which may involve the basic skills: reading, writing, computation, and communication.
  • Possession of a valid motor vehicle operator’s license (Hawai‘i type 3 or equivalent) and any appropriate licenses or certificates as required of the position.
  • Applicants will be required to qualify on a written examination.

Responsibilities

  • Assists in investigating the causes of water service malfunctions, abnormalities, interruptions, and complaints
  • Reviews office history records and trends
  • Contacts consumer at service location to discuss water-related problems
  • Verifies meter readings
  • Checks for malfunctioning, damaged, or defective meters as necessary, and makes recommendations for repair, replacement, or testing
  • May assist with testing in the large meter testing program
  • Investigates the causes of unusually high or low consumptions and reports on findings
  • Installs and removes pressure recording gauges and meter recording registers in investigational work
  • Assists in detecting underground leaks in water distribution systems and in consumers' piping systems
  • Determines the basis for adjusting excessive water bills caused by leakages
  • Assists in locating and tracing affected water mains, water services, water laterals, consumer's pipes, and other utilities with the aid of various instruments and devices used in investigative work
  • Prepares maps and sketches to indicate the location and size of underground piping systems
  • Responds to other routine requests, inquiries, and complaints
  • Prepares detailed investigative reports
  • Keeps records and submits periodic activity reports
  • Attends in-service training classes
  • Performs other related duties as assigned
