About The Position

The Wastewater Supervisor I is a working supervisory role responsible for planning, organizing, managing, and supervising the operation, maintenance, renewal, and monitoring of the wastewater facilities. A Supervisor I, actively participates in, and provides oversight of operations, maintenance, and administrative personnel that perform a variety of work assignments to ensure that regulatory compliance limits are met, water quality and health and safety standards are met or exceeded, and assets are maintained to ensure availability and reliability for efficient and effective facility operations. This role often directly participates in field activities and covers lower level position responsibilities during manpower shortages.This supervisory position may serve in one of the following roles based on location of assignment: Plant Supervision: Overall responsibility for plant operations of a facility rated at less-than 10 Million Gallons per Day (MGD) or a combination of smaller facilities less than 10 MGD.Operations Supervision: Reports to the Plant Supervisor II at facilities rated at 10 MGD to 29.9 MGD or a combination of facilities with similar capacity. Has responsibility for effective and efficient operations of the liquids and solids processing streams and assigned personnel. Dewatering Supervision: Reports to the Plant Supervisor III of a facility rated at 30 MGD to 64 MGD or a combination of facilities with a similar rating and has responsibility for effective and efficient operations of the solids processing stream and assigned personnel.

Requirements

  • Must possess and maintain a Texas Commission on Environmental Quality Class A Wastewater Treatment Operator License.
  • Possess a minimum of five (5) years of experience in wastewater treatment or a suitable combination of directly relevant education and experience, as determined by NTMWD.
  • Possess a high school diploma or GED
  • Must possess and maintain a valid Texas Driver’s License.
  • Ability to skillfully lead operations and maintenance activities for efficient plant performance and regulatory compliance.
  • Demonstrate strong administrative, planning, and organizational capabilities.
  • In-depth knowledge of wastewater treatment processes, compliance requirements, operations and maintenance requirements, and reporting/record keeping requirements.
  • Apply critical thinking skills to troubleshoot wastewater process issues, review and apply findings from data analysis, and train employees in root cause analysis/ continuous improvement.
  • Ability to communicate complex thoughts and ideas in written and verbal form.
  • Moderate computer skills using Microsoft Outlook, Word, Excel, PowerPoint, and prefer familiarity with CMMS and Financial software applications.

Responsibilities

  • Work collaboratively with the Wastewater Systems Managers, Assistant Systems Managers, Plant and/or Operations Supervisors, Lead Operators and Wastewater Operators to manage treatment operations, assuring optimal process efficiency, proper monitoring, and regulatory compliance.
  • Actively participate in field activities that monitor and coordinate optimal facility operations by observing, collecting, and testing samples, and reading instrumentation (SCADA or local systems) to ensure compliant and efficient operations.
  • Coordinate or perform activities that include operation of equipment, maintenance, monitoring systems, managing equipment performance and process data, process improvement, record keeping, and preparation of standard operating procedures (SOPs) as necessary.
  • Provide adequate, timely, and essential information for preparation of the budgets, reports, and studies.
  • Prepare and monitor work schedules and monthly, annual, and special reports on treatment facility management, renewal, operation, and maintenance.
  • Respond to stakeholder inquiries regarding facilities and odor complaints in a timely and effective manner.
  • Train, lead, and mentor staff, including evaluating the performance of staff; provide leadership by example and a positive role model for NTMWD employees.
  • Coordinate or complete MAXIMO work requests for identified issues.
  • Vigilantly monitor the facility for any breaches of security and alert appropriate law enforcement agencies and/or supervisors, as appropriate for the situation.
  • Ensure the maintenance of logs and records in both written and electronic form as required; use these records to improve the function and efficiency of various operations.
  • Maintain facility grounds and general housekeeping, as well as the appearance of the facility, in collaboration with other staff and outside contractors.
  • Monitor systems and assets during emergencies and scheduled shutdowns; troubleshoot, diagnose, and report problems; respond to emergencies; and schedule and coordinate responses, repairs, clean-up, remediation, etc.
  • Observe safety guidelines as required by State statues and as prescribed by the NTMWD. This includes identifying and mitigating safety hazards as well as assisting in the implementation of safety programs.
  • Train personnel to receive shipments, monitor unloading processes, record into inventory, and check shipment documents for compliance to standard.
  • Learn, comply and enforce applicable NTMWD policies and procedures.
  • Assume the responsibilities of direct supervisors and subordinates as required.
  • Perform other duties as assigned.
