Salary: $6,972.48 per month Anticipated Work Schedule: Swing Shift, 1:30 PM to 12:00 AM [4-10 hour days] Job Summary: Supervisory position within the operations group of a Class IV advanced tertiary wastewater treatment plant. Plans, organizes, coordinates, and directs the procedures of the City of Meridian’s Wastewater Resource Recovery Facility, ensuring compliance with all federal and state environmental requirements. Supervises a team of Wastewater Operators to ensure efficient and safe treatment and regulatory compliance for City’s wastewater facility with the National Pollutant Discharge Elimination System (NPDES) permit, and the facility air permit; directly responsible for evaluating and authorizing operational control changes with considerable independence. Work is performed under general oversight but requires independent judgment, forward thinking, and initiative. Responsible for the daily operation of the Wastewater Treatment Plant and overall compliance with state and federal environmental regulations and discharge monitoring permit criteria, including NPDES compliance, Air Permit Compliance, and Biosolids Management compliance; Supervises, coordinates, and directs the operation and maintenance of the Wastewater Treatment Plant, and Biosolids in accordance with Federal, State, City, and County regulations, policies, and procedures; Direct oversight of complex wastewater processes, including: preliminary treatment, primary treatment, chemical addition, thickening, bioreactors, sludge fermentation, activated sludge, membrane filtration, anaerobic digestion, tertiary treatment, ultraviolet disinfection, side stream phosphorous removal, struvite control, advanced biological nutrient removal; Assists in process control decisions to ensure effective plant unit processes; Analyzes operational and lab data daily to initiate process control changes to ensure treatment effectiveness and compliance with permit requirements; Complex decision making and problem-solving duties are exercised with considerable independence within the framework of established policies, procedures and guidelines; Troubleshoots process systems and equipment to determine and correct problems; Review plant records, operating reports, and technical data to monitor efficiency of plant process control and equipment maintenance; Responsible for tracking, maintaining, and retention of records related to facility permit compliance; Creates and maintains spreadsheets and databases; Create a variety of reports related to operational process trends and compliance status including statistical analysis, spreadsheets, graphing, and technical memos; Inspect plant operations to ensure that equipment is performing at optimal efficiency; Ensure that proper maintenance and servicing is performed on all facility equipment; Provide day-to-day supervision, leadership, and coaching of Wastewater Operators and Plant Utility Technicians; Guide the work of operations personnel engaged in the maintenance and operation of plant equipment and facilities; Ensure adherence to the City of Meridian’s Human Resource policies and procedures; including hiring, performance evaluations, assigning of significant duties, rewarding, and disciplining; Prepares and delivers personnel performance evaluations, development plans, and work plans; Prepares employee shift and on-call schedules, coordinates shift modifications for special plant conditions, shutdowns, and staff absences; Researches, initiates, and provides training for operational lab testing for troubleshooting or optimizing plant performance; Provides oversight for process related lab testing including, but not limited to: settleometers, microbiological examinations, gram stains, % solids; Develops appropriate Standard Operating Procedures (SOP’s) for division processes; Coordinates regular SOP updates and review with staff; Administers employee timekeeping, and maintains records; Communicates process targets, equipment concerns, and special sampling to all shifts. Alerts facility management of treatment process issues and equipment status, which may challenge permit compliance; Monitors treatment performance and alerts senior facility staff of treatment process issues which may challenge permit compliance; Schedules assigned work for all operations and utility personnel shifts; Trains plant personnel in proper equipment operation; plant control operation, safety, etc.; Ensures that projects are carried out according to plans and procedures; Reviews, interprets, and provides constructive feedback on blueprints, technical memorandums, proposals, equipment manuals, and SCADA control programming; Meets and coordinates with engineers, technicians, contractors, and consultants for facility planning, design, construction, and startup of new processes and equipment; Participates in engineering, planning, and budget meetings for the operation and design of future wastewater treatment facilities and long-term facility planning needs; Conducts plant tours and answers public inquiries regarding plant operations; Responsible for ordering, budgeting, and tracking operational supplies; Required on-call availability for plant emergencies requiring on-site supervisor attention; Perform other duties as assigned or needed.
