About The Position

Pima County Regional Wastewater Reclamation Department has an opening for a Wastewater Planning Manager. This position is based at the sub-regional facilities, which include five wastewater treatment plants. As the manager, you will be involved in planning and scheduling personnel, tracking process equipment assets, creating work orders in Maximo, and overseeing maintenance and operations projects from start to finish. This position is responsible for overseeing operations, maintenance, repairs, and projects across all wastewater treatment plants and facilities. Additionally, the Wastewater Planning Manager will handle job planning and support maintenance programs by scheduling tasks, developing and improving preventive maintenance procedures, managing work requests and work orders, maintaining equipment history reports, measuring performance, analyzing trends, and managing projects through the County’s Computerized Maintenance Management System (CMMS).

Requirements

  • High School Diploma or General Education Development (GED) certificate AND six years of wastewater operator experience, industrial/mechanical maintenance experience, or industrial/electrical-instrumentation maintenance experience INCLUDING one year of planning/scheduling experience AND two years of lead or supervisory experience. (Relevant experience and/or education from an accredited college or university may be substituted.)
  • OR: Five years of experience with Pima County in an Operations and Maintenance Technician, Wastewater Heavy-Duty Maintenance Mechanic, Industrial Electrician, Instrumentation and Process Control Supervisor/Specialist, Wastewater Planner Scheduler, or closely-related position as determined by the department head at the time of recruitment INCLUDING two years of supervisory/managerial experience.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.

Nice To Haves

  • Minimum two (2) years experience creating, maintaining, and tracking work orders in a Computerized Maintenance Management System (CMMS).
  • Current grade 1 or higher Arizona Department of Environmental Quality (ADEQ) Wastewater Collections System Operator certification.
  • Minimum three (3) years experience with Supervisory Control and Data Acquisition (SCADA) or similar facility operation software.
  • Minimum two (2) years experience performing preventive or corrective equipment maintenance in an industrial setting.
  • Minimum two (2) years experience planning and coordinating maintenance activities.
  • Minimum two (2) years experience maintaining staffing, schedules, and time cards.

Responsibilities

  • Manages and prioritizes work orders and maintenance requirements to optimize resources (labor, material, cost, and time)
  • Coordinates and assigns work to maintenance crews and treatment operations staff; develops and implements safety and training programs
  • Collaborates with other units and outside agencies to minimize disruption of equipment and systems operations
  • Identifies, analyzes, and develops process improvements and cost-efficient maintenance procedures
  • Enforces established safety practices and procedures for personnel and equipment
  • Ensures compliance with local, state, and federal regulations related to wastewater treatment and conveyance systems
  • Evaluates and forecasts maintenance needs for plant and equipment, both short- and long-term
  • Monitors and manages work unit budget and expenditures, ensuring compliance with approved budgets and schedules
  • Supervises, trains, and evaluates personnel, and arranges for orientation and ongoing training
  • Inspects facilities and systems to assess operational efficiency, maintenance needs, and compliance with standards
  • Ensures safety and quality of treatment processes, monitoring compliance with environmental permits and requirements
  • Participates in capital improvement planning and construction reviews, recommending enhancements or changes
  • Maintains records, compiles information, and prepares routine and special reports
  • Assists in planning and administering special projects and programs, including odor control
  • Acts as Wastewater Operations Manager in their absence, handling compliance reporting and notices of violations.
