OPEN UNTIL FILLED Job Type: Unclassified Job Classification: 1103 - Wastewater Engineering Manager Salary Grade: 19 Pay Range Hiring Range: $107,369 - $147,659 Annually Pay Range: $107,369 - $161,075 Annually Range Explanation: Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Pay Range is the entire compensation range for the position. The first review of applications will be on 02/27/2026. This position serves as the chief technical engineer for the Regional Wastewater Reclamation Department's Technical Services and Engineering Division. Main areas of responsibility include management of the sewer engineering design standards, utility coordination, capacity planning, engineering, and new development coordination. This classification is in the unclassified service and is exempt from the Pima County Merit System Rules. Essential Functions: As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Plans, organizes, and manages engineering functions for the Regional Wastewater Reclamation Department and related activities, including planning and design, construction, inspection, and surveying; Coordinates the above-noted activities with various city and county departments, public agencies, private utilities, and private contractors to resolve engineering and related problems; Oversees Wastewater Service Agreements, Master Wastewater Service Agreements; Oversees flow metering and modeling using Wastewater Capacity Planning Software (WCP). Develops design standards, standard construction specifications, and details, consistent with state requirements; Reviews contractor construction plans for public sewage systems and resolves design problems; Prepares engineering plans and specifications for sewerage systems, stabilization ponds, and package wastewater treatment plants; Reviews the impact upon the existing public sewage system of all new developments, rezoning cases, development plans, and/or subdivision plats; Plans, reviews, and prepares recommendations on specific engineering projects and regional wastewater facility plans; Responds to and resolves the more difficult public complaints; Confers with section supervisors and audits the progress of projects; Manages the work efforts of professional, technical, and clerical personnel; Develops the engineering division’s annual budget and monitors expenditures; Serves as the principal advisor to the Department Director in matters relating to engineering; Participates in the development of departmental policies and procedures, reaches out to stakeholders where policies and procedures impact internal and external customers; Uses the seal of registration as a Professional Engineer to certify engineering plans, specifications, or technical reports prepared by the division. Minimum Qualifications: Bachelor's degree from an accredited college or university with a major in Civil Engineering, Sanitary Engineering, Mechanical Engineering, Environmental Engineering, Chemical Engineering, or closely related field as determined by the department head at the time of recruitment AND four years of progressively supervisory responsible experience in water/wastewater engineering, including treatment processes, collection systems, and public-sector infrastructure INCLUDING current registration or licensure in any state as a Professional Engineer (PE) or Registered Professional Engineer (RPE) or the ability to obtain registration in the State of Arizona during probation period. (Relevant experience and/or education from an accredited college or university may be substituted). OR: Five years with Pima County in a Wastewater Technical Services Manager, Environmental Quality Manager, or related position as determined by the department head at the time of recruitment INCLUDING four years of supervisory or project management experience AND current registration or licensure in the State of Arizona or in any state within the United States with the ability to register as a Professional Engineer (PE) in Arizona within the probationary period. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Requirements

  • Bachelor's degree from an accredited college or university with a major in Civil Engineering, Sanitary Engineering, Mechanical Engineering, Environmental Engineering, Chemical Engineering, or closely related field as determined by the department head at the time of recruitment AND four years of progressively supervisory responsible experience in water/wastewater engineering, including treatment processes, collection systems, and public-sector infrastructure INCLUDING current registration or licensure in any state as a Professional Engineer (PE) or Registered Professional Engineer (RPE) or the ability to obtain registration in the State of Arizona during probation period. (Relevant experience and/or education from an accredited college or university may be substituted).
  • OR: Five years with Pima County in a Wastewater Technical Services Manager, Environmental Quality Manager, or related position as determined by the department head at the time of recruitment INCLUDING four years of supervisory or project management experience AND current registration or licensure in the State of Arizona or in any state within the United States with the ability to register as a Professional Engineer (PE) in Arizona within the probationary period.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.
  • Registration as a Professional Engineer is required at the time of appointment for all positions. If the registration is from outside the State of Arizona, obtaining registration in Arizona is required within six months of appointment.

Nice To Haves

  • Minimum five (5) years of direct involvement with engineering standards and new system development.
  • Minimum five (5) years of direct experience with designing or reviewing sewer or water engineering designs.
