The Wastewater Treatment Plant Supervisor position is responsible for advising the daily activities of the Baxter Wastewater Treatment Plant, a Membrane Bio Reactor (MBR) system. The responsibilities of this role include leadership of a 24/7 staffed treatment facility, supervising a team of six operators including setting priorities, assigning work, being a technical resource, developing personnel, and maintaining/managing compliance with regulatory permits and environmental health and safety (EHS) guidelines in support of a continuously operating pharmaceutical manufacturing facility. Requirements

  • Proven strong communication, administrative, and technical leadership skills with ability to interface well with other departments and to lead optimally and efficiently in a team environment
  • Ability to manage multiple priorities
  • Good assessment and troubleshooting skills (mechanical, electrical, and process) with demonstrated and proven experience and background
  • Good digital literacy with ability to understand and operate automated, SCADA controlled processes
  • Solid understanding of maintenance systems to include preventive maintenance and CMMS.
  • Ability to understand regulatory and safety guidelines applicable to biological wastewater treatment, the medical / pharmaceutical industry, and industry in general
  • Interact with all levels of personnel to analyze and solve problems related to equipment, operations, quality control, engineering, and personnel issues
  • Ability to respond to detailed inquiries, and present information to groups and department management
  • Understand verbal and written safety and quality instructions and read and comprehend written work instructions including words and drawings
  • Must have basic English written and oral communication skills adequate to communicate with other team members
  • Minimum of 4 years of biological wastewater treatment experience or equivalent
  • Possess a North Carolina Grade 4 Biological Wastewater Treatment Certification or similar grade in another state eligible for reciprocity.
  • Have experience and/or qualifications to be an approved Lab Supervisor by NCDEQ or similar regulatory standard.

Responsibilities

  • Function as the Operator in Responsible Charge (ORC) for a Grade 4 Biological Wastewater Treatment Facility with direct discharge to environmentally sensitive surface waters
  • Oversee and lead a team of Wastewater Plant Operators that include operators, mechanics, and technicians to support and maintain facility operations
  • Responsible for collecting and analyzing wastewater samples in field and laboratory conditions for all regulatory and process parameters (flow, TSS, BOD5, COD, FC, DO, MLSS, etc.)
  • Responsible for ensuring proper/timely PM’s are conducted, cleaning, and maintaining efficient operating equipment/processes
  • Maintain state laboratory certification and function as Chemical Hygiene Officer for the wastewater laboratory. Required to perform annual method certification and routine QA/QC testing.
  • Identify, trouble shoot, and apply problem solving methods for any issues that arise concerning the correct operation of the wastewater treatment plant or any of its functions
  • Provide recommendations for maintaining and improving performance
  • Oversee regulatory compliance of a NPDES direct discharge permit with support from facility EHS manager. Prepare and submit required reporting to federal, state, and local agencies
  • Support EHS manager with preparation and negotiation of permit applications
  • Review environmental regulations and resolve or seek assistance with applicability determinations
  • Ensure compliance with corporate requirements, site procedure development, and updates, routine and non-routine activities such as risk assessments or process changes
  • Work with regulatory agencies, prepare required documentation, schedule any required testing, and provide additional follow-up documentation as required
  • Act as site(s) representative during audits by or other interactions with federal and state environmental agencies and respond to requests or notifications from environmental agencies
  • Lead and/or participate in investigation of environmental incidents, implement system improvements to reduce potential for future events, and record environmental deviations in the Benchmark System related to wastewater operations
  • Lead and participate in environmental audits and coordinate external party environmental audits
  • Identify/prioritize/provide resources to meet the annual operational plan and budgetary commitments
  • Facilitate, verify, and/or conduct appropriate training for employees in the area (including but not limited to GMP, troubleshooting, operator skills, and safety)
  • Ensure compliance with all GMP rules, specifications, SOPs, and regulatory requirements
  • Submit and/or maintain and distribute reports related to attendance, labor, maintenance, metrics, safety, operations, and others as needed
  • Sustain a clean and safe work area using 6S principles
