About The Position

The Vice President, Operational Resilience, Business Continuity Management (BCM) & Crisis Management reports to the First Vice President of Enterprise Risk & Third-Party Risk Management and is responsible for establishing and leading the enterprise-wide resilience framework to safeguard the credit union’s critical operations, member services, financial stability, and reputation. This role partners with executive leadership on the strategy and implementation of the program and framework to enable informed risk decisions, embed a strong Risk and Control Environment, and ensure the credit union can effectively prevent, withstand, respond to, and recover from operational disruptions. The VP will oversee enterprise-wide resilience standards while directly leading Operational Resilience, BCM, and Crisis Management efforts across FourLeaf.

Requirements

  • Bachelor’s degree or relevant work experience with certifications.
  • 12+ years of experience in Operational Resilience, Business Continuity, Crisis Management, Operational Risk, or related fields within financial services or credit union and banking.
  • 5+ years of previous leadership experience.
  • Strong understanding of credit union regulatory expectations and governance frameworks.
  • Demonstrated experience developing and implementing enterprise-wide resilience frameworks and lifecycle.
  • Experience managing crisis events and leading cross-functional response teams.
  • Proven track record in operating a measurements-based culture supporting continual improvement.

Nice To Haves

  • Certifications: Certified Business Continuity Professional (CBCP), Certified Information Systems Security Professional (CISSP), Certified Risk Manager (CRM), Certified in Risk and Information Systems Control (CRISC), and Project Management Professional (PMP) are all preferred.

Responsibilities

  • Develop and implement a comprehensive enterprise resilience strategy aligned with the credit union’s strategic objectives and member-first mission.
  • Establish and maintain the Operational Resilience framework, including governance, policies, standards, and methodologies.
  • Define and embed an effective Risk and Control Environment, ensuring clear ownership and accountability across business lines.
  • Develop and maintain the Risk Appetite and Controls Framework related to operational risk and resilience.
  • Ensure alignment with regulatory requirements applicable to credit unions (e.g., NCUA, state regulators, or equivalent supervisory bodies).
  • Lead the design, implementation, and continuous improvement of the Business Continuity Program.
  • Oversee Business Impact Analyses (BIA), risk assessments, and continuity planning for critical member-facing services.
  • Conduct regular testing, simulations, tabletop exercises, and scenario analysis to validate plan effectiveness.
  • Ensure continuity planning incorporates third-party and vendor risk considerations.
  • Lead enterprise crisis management efforts, ensuring clear escalation, governance, and communication protocols.
  • Coordinate response activities during operational disruptions, cyber incidents, natural disasters, or other crisis events.
  • Facilitate post-incident reviews and implement lessons learned to strengthen resilience capabilities.
  • Ensure timely and transparent communication with members, regulators, and stakeholders during crisis events.
  • Serve as primary point of contact for Operational Resilience and BCM matters with regulators and auditors.
  • Lead resilience governance forums and provide regular reporting to Leadership and or the Board of Directors.
  • Monitor emerging regulatory expectations, industry trends, and risk management practices relevant to credit unions.
  • Conduct regular enterprise risk assessments to identify vulnerabilities across operations, technology, and third parties.
  • Monitor key performance indicators and resilience metrics; drive corrective actions where necessary.
  • Collaborate cross-functionally with Risk Colleagues, IT, Compliance, Operations, and Member Services to strengthen resilience.
  • Drive continuous improvement initiatives to enhance efficiency and program maturity.
  • Lead and develop a high-performing resilience and BCM team.
  • Promote a culture of preparedness, accountability, and member-focused resilience across the organization.
  • Deliver enterprise training and awareness programs to ensure readiness at all levels.
  • Foster strong internal and external stakeholder relationships, including industry peers and community partners.
