About The Position

The Vice President (VP) of Adult Residential and Substance Use Treatment Facilities provides mid-level management for Southeastern Integrated Care’s (SEIC) adult residential services, including group homes, apartment programs, and substance use treatment facilities. This senior-level role establishes, implements, maintains, and monitors overall operations and services to ensure compliance with state guidelines (e.g., NCAC 27G.5600A), clinical coverage policies, CARF standards, and SEIC’s mission. The VP offers strategic oversight, supervises Program Directors, Clinical Directors, House Managers, and drives quality, productivity, and growth across facilities.

Requirements

  • Master’s degree in Behavioral Health, Human Services, Healthcare Administration, or related field preferred; Bachelor’s degree with Qualified Professional (QP) status required.
  • Minimum 10 years’ experience in behavioral health, substance use treatment, or human services, with at least 5 years in residential facility operations.
  • Minimum 5 years in senior leadership/supervisory roles within clinical/residential settings.
  • Proven track record in substance use treatment programs and regulatory compliance (e.g., NCAC, CARF).
  • Exceptional leadership to inspire and motivate large, multidisciplinary teams.
  • Advanced negotiation, problem-solving, multitasking, and deadline management in high-stakes environments.
  • Superior verbal/written communication; culturally competent with diverse populations.
  • Proficiency in Microsoft Office/Google Workspace, EMR systems, LOCUS, and DSM-5.
  • Strategic budgeting, fiscal management, and growth-oriented mindset.
  • Valid driver’s license, reliable personal vehicle, and ability to travel.

Responsibilities

  • Operationalize services in alignment with NC clinical coverage policies, CARF statutes, and regulatory requirements.
  • Manage daily census, facility utilization, and confirmation processes to maximize beneficiary access and revenue.
  • Lead participation in executive meetings, conferences, and the Executive Committee.
  • Collaborate with Clinical Director, Quality/Compliance, and HR departments to deliver efficient, high-quality services.
  • Provide mid-level management support to Adult Residential and Substance Use Treatment Facility Program Directors, Clinical Directors, House Managers, and direct care staff, including administrative oversight of ancillary services (e.g., PSR, supportive employment).
  • Administer all behavioral health services in assigned residential and substance use facilities, ensuring compliance with departmental, divisional, and agency policies.
  • Cultivate relationships with funding sources, local/state/federal representatives, community agencies, landlords, and stakeholders to support SEIC’s interests and expansion.
  • Demonstrate expertise in LOCUS, DSM-5 criteria, diagnosis rationales, and substance use treatment best practices.
  • Oversee physical plant maintenance, security, food services, and facility coordination.
  • Drive recruiting, training, performance management, and professional development in partnership with HR and Training; maintain on-call rotations and staff scheduling.
  • Develop and manage operating/capital budgets, annual strategic plans, and outreach for service growth.
  • Monitor service quality, unit utilization, data integrity, authorizations, PCPs, intakes, and assessments; ensure timely EMR documentation (within 24 hours).
  • Conduct regular meetings with Program Directors/Team Leads to address issues, provide support, and ensure coverage.
  • Provide on-site support or fill-in during staff shortages; travel as needed for facilities, meetings, and conferences.
  • Other duties as assigned.
