About The Position

Join a Mission That Matters Torch.AI is building the AI Control Layer for the United States Government. Not another dashboard. Not another workflow app. Not another black-box model glued to a PowerPoint. The AI Control Layer is foundational data and intelligence infrastructure that makes sense of messy, adversarial, multi-domain data at machine speed. Commanders, analysts, and operators can act with clarity when it matters most. Our platform—ORCUS (data movement), NEXUS (deep semantic vectorization), and HALO (graph-native reasoning)—is accredited, deployed, and operating today across enterprise clouds and tactical edge environments. We support multi-INT fusion, predictive movement analysis, targeting workflows, anomaly detection, and decision support for cross-domain operations including ISR, information advantage, joint effects, and force protection. We are seeking candidates who want to build systems that operate under real constraints: degraded visibility, adversarial mis/disinformation, intermittent connectivity, low-SWaP hardware, and seconds-to-decision timelines. Enterprise Missions & Program Focus In 2021, Torch.AI acquired The Data Tech Group (DTG), a trusted provider of mission-critical software and sustainment support. Torch.AI (DTG) plays a key role in supporting the Defense Information Systems Agency (DISA) Telecommunications Inventory and Billing Information (TIBI) program. The system manages and reconciles telecommunications service inventory and associated billing data for DoW customers. It provides visibility into telecom assets such as circuits and services, links those assets to customer accounts, and supports accurate chargeback and financial tracking by aligning service inventory records with billing information. This role offers the opportunity to own overall delivery and financial performance of the TIBI program, following a 5-year recompete award in January 2026, including support of current TIBI operations, oversight of a 9 person TIBI delivery team, and program expansion through modernization of TIBI, as well as the ability to grow your “Enterprise” P&L / portfolio through new customer acquisition, driven by you and in partnership with our Mission Success (Delivery) and Mission Engagement (BD/Marketing) teams. Security Clearance This roles require an active Secret, Top Secret, or Top Secret/SCI clearance. Where required, candidates must be eligible to obtain and maintain the appropriate clearance level. U.S. citizenship is required for all positions. Torch.AI does not sponsor employment visas. If you do not currently hold a clearance but are eligible, sponsorship may be available depending on role and mission requirements. Work Location This role is based at our headquarters in Leawood, KS. Limited travel (<10-20%) may be required to customer sites at Scott Air Force Base (St. Louis), and the D.C., Maryland, Virginia (DMV) region.

Requirements

  • Bachelor’s degree in Engineering, Computer Science, Business, or related field.
  • 12+ years of experience in defense, national security, or Federal technology programs.
  • Demonstrated experience owning delivery and financial performance for large Federal programs or portfolios.
  • Proven leadership managing cross-functional technical teams including engineering, program management, and mission operations.
  • Experience managing P&L responsibilities including revenue targets, program margins, staffing strategies, and growth planning.
  • Strong understanding of Federal contracting environments, acquisition processes, and program execution frameworks.
  • Demonstrated ability to build trusted relationships with senior government stakeholders.
  • Experience translating mission requirements into scalable delivery strategies and technical solutions.
  • Strong executive communication skills with the ability to engage both technical and non-technical stakeholders.
  • Ability to operate effectively in fast-paced national security environments with competing priorities.

Nice To Haves

  • Prior experience supporting DISA programs or telecommunications infrastructure systems.
  • Familiarity with telecommunications inventory management, billing reconciliation systems, or enterprise service inventory platforms.
  • Experience modernizing legacy mission systems into cloud-enabled or AI-enabled architectures.
  • Experience supporting DoD or Intelligence Community customers.
  • Familiarity with enterprise data platforms, AI-enabled analytics, graph systems, or decision-support architectures.
  • Experience leading capture strategy and growth initiatives within defense markets.
  • Experience integrating enterprise systems of record and mission platforms.

Responsibilities

  • Own full P&L responsibility for Torch.AI’s Enterprise Missions portfolio, beginning with leadership of the Defense Information Systems Agency (DISA) Telecommunications Inventory and Billing Information (TIBI) program.
  • Oversee execution of the five-year TIBI contract awarded in January 2026, ensuring operational reliability, delivery excellence, and sustained customer trust.
  • Lead and develop the 9-person TIBI delivery team, establishing strong operational discipline, clear accountability, and mission-focused execution.
  • Serve as the senior executive responsible for program delivery, customer relationships, financial performance, and strategic direction for the TIBI portfolio.
  • Build trusted relationships with DISA leadership and program stakeholders to ensure consistent delivery of mission outcomes and operational value.
  • Identify and lead TIBI modernization initiatives, including integration of modern data pipelines, AI-enabled analytics, and automation capabilities aligned with Torch.AI’s AI Control Layer platform.
  • Translate customer needs into modernization strategies that enhance system performance, data visibility, and mission effectiveness.
  • Expand Torch.AI’s Enterprise portfolio by identifying and shaping new opportunities across defense and national security customers.
  • Partner with Mission Success (delivery) and Mission Engagement (business development and marketing) teams to identify, shape, and pursue new enterprise mission programs.
  • Support capture activities including customer shaping engagements, technical strategy development, proposal positioning, and executive customer engagement.
  • Drive strategic growth of the Enterprise Missions portfolio, establishing Torch.AI as a trusted partner for enterprise-scale data, AI, and decision-support systems.
  • Ensure delivery execution aligns with Torch.AI platform strategy, including adoption of capabilities such as data movement, semantic processing, and graph-based reasoning.
  • Oversee program financial performance including revenue growth, margin management, staffing strategy, and long-term portfolio health.
  • Identify program risks, operational constraints, and delivery dependencies early, implementing mitigation strategies that protect mission outcomes and contract performance.
  • Represent Torch.AI at senior government and industry forums as an executive leader responsible for enterprise mission success.
