About The Position

The Arizona Attorney General’s Office Criminal Division/Office of Victims Services is seeking a Victims’ Rights Compliance Administrator. The position is responsible for managing the statewide victims' rights compliance program, which is exclusive to the Attorney General's Office, and is part of the Office of Victim Services' Agency Support Team (AST). Managing this program requires a high level of discretion and independent judgment. The program's compliance responsibilities are carried out in two primary ways: agency audits and investigations of alleged victims' rights violations. This position is responsible for receiving, evaluating, and investigating submissions from victims regarding alleged violations of their rights; conducting formal inquiries into the practices of criminal and juvenile justice agencies; and providing supportive services such as information, intervention, and referral when appropriate. To fulfill these responsibilities, the Victims' Rights Compliance Administrator (VRCA) researches issues related to victim complaints using a variety of sources, conducts and analyzes the results of formal inquiries, prepares findings, makes recommendations, and takes actions aimed at resolving individual disputes or addressing systemic issues. The VRCA maintains policies related to the receipt and processing of complaints, as well as the database used to track and document complaint case management and outcomes. Additional responsibilities aimed at enhancing governmental entities' ability to comply with victims' rights laws include conducting in-depth program audits and annual desk reviews of Victims' Rights Program recipients; providing ongoing technical assistance to statewide criminal justice agencies responsible for delivering mandated victims' rights services; delivering victims' rights education presentations and assisting with presentation development; assisting the AST Education and Victims' Rights Program administrators with program tasks and support; and implementing initiatives that promote statewide uniformity and efficiency, such as developing and distributing standardized victims' rights forms and advancing technological solutions. This position may offer the ability to work remotely two days a week based upon the department's business needs and continual meeting of expected performance measures.

Requirements

  • Considerable knowledge of the criminal justice system process

Nice To Haves

  • Bachelor of Arts or a Bachelor of Science degree from an accredited university with an emphasis on public administration; three-five years of experience in public administration, program management, criminal justice/victim services or a related field.

Responsibilities

  • Receive and respond to victim correspondence by mail, letter, e-mail, telephone, fax, or personal contact; screen victim complaints for validity; review and evaluate information to assess allegations of victims' rights violations; explain victims' rights law, agency policies, practices and procedures; provide information to explain the administration of justice and governmental operations, recommend alternative referral resources; and maintain record of victim contacts and actions taken.
  • Annually review and evaluate all entities that qualify under ARS 41-191.08 (C) to receive Victims' Rights Program (VRP) funding; adjust entity award amounts based on compliance with performance standards and audit recommendations; ensure VRP recipient agencies maintain 100% compliance with VRP reporting requirements under ARS 41-191.08(F).
  • Provide daily technical assistance to criminal and juvenile justice agencies on VRP and victims' rights issues; remain up to date on current VRP issues, and victims' rights statutes and rules to ensure compliance; with the director and coworkers, interpret state laws, rules and administrative orders related to victims' rights and services; research and provide technical assistance to criminal justice agencies that inquire with the Attorney General's Office about the implementation of victims' rights.
  • Maintain an internal database on victims' rights complaints and findings for compliance documentation and program measurement; provide monthly and annual statistics to the Office Administrator and Director for strategic planning and reporting; and complete AGO annual reports on victims' rights compliance, including program status, agency adherence, and required statistics for grant reporting.
  • Update procedures and develop an audit schedule for VRP-funded recipients, including key auditing areas and audit guide/report templates; conduct annual audits of scheduled agencies to ensure compliance with program mandates; complete audit reports and follow up with agencies to ensure corrective actions are implemented; and produce a summary of audit findings and recommendations.
  • Further statewide uniformity and efficiency by participating in the development and distribution of victims' rights forms; support the implementation of technological advancements and improvements.
  • Develop and maintain competency with GMAN, the OVS electronic grants management system; complete audits using GMAN; review annual reports within the system; and help maintain VRP contact and records information.
  • Quarterly, write and distribute the victims' rights-based newsletter, The Victims' Rights Brief.
  • Other duties as assigned as related to the position.
