About The Position

Parsons is looking for an amazingly talented Vice President, Program & Construction Management (PM/CM) to lead the Engineered Systems-wide program and construction management service line, providing a shared pool of program managers, project managers, construction managers, and controls professionals across all markets. This role sets the standard for project delivery practices, program controls, and PM capability, enabling consistent, high-quality execution enterprise wide. Engineered Systems supports federal markets including infrastructure solutions, security and mission solutions, aviation, threat reduction and remediation

Requirements

  • Bachelor’s degree in Engineering, Construction Management, Business, or related field.
  • 15+ years of experience in program and project management for major facilities/infrastructure projects.
  • 7+ years of leadership experience overseeing large project portfolios and PM organizations.
  • Demonstrated experience implementing standardized PM methodologies across multiple business units.
  • Proven track record delivering complex projects safely, on time, and on budget.
  • Strong financial and commercial understanding of project contracts, risk, and performance.

Nice To Haves

  • Advanced degree (MBA, MS in Engineering/CM, etc.) or equivalent experience.
  • Professional certifications (e.g., PMP, PgMP, CCM) or equivalent credentials.
  • Experience with federal and allied clients, including DOE, DoD, or similar agencies.
  • Security clearance or eligibility, as required for certain markets.

Responsibilities

  • Service Line Strategy & Leadership Develop and execute a PM/CM service line strategy focused on best-in-class program and project delivery.
  • Define and maintain standardized PM/CM frameworks, processes, and tools for use across all markets.
  • Establish PM/CM centers of excellence (e.g., major programs, overseas delivery, high-hazard projects).
  • Align PM/CM capabilities and investments with near- and long-term needs of the market directorates.
  • Project Delivery Methods & Governance Own ES-wide project delivery methodologies (e.g., stage gates, governance reviews, controls, reporting).
  • Standardize approaches for scope, schedule, cost, risk, and change management.
  • Implement consistent project and program dashboards, KPIs, and reporting standards for leadership and clients.
  • Lead post-project reviews and lessons-learned programs to drive continuous improvement.
  • Talent Management & Professional Development Build and manage an ES-wide pool of PMs, program directors, construction managers, and project controls staff.
  • Define PM/CM career paths, role expectations, certification targets (e.g., PMP, CCM), and training curricula.
  • Develop and support a community of practice for PMs and construction managers, including mentoring and coaching.
  • Conduct performance reviews of PM/CM staff, incorporating feedback from Market VPs and project sponsors.
  • Resource Management & Utilization Forecast PM/CM resource needs in coordination with Market VPs and PD&E/CDB leaders.
  • Assign PM/CM staff to projects, ensuring best-fit for project scale, complexity, geography, and client.
  • Monitor utilization, productivity, and staffing balance; implement plans to address under or over-capacity.
  • Support rapid deployment of experienced PMs to critical pursuits and troubled projects.
  • Support to Business Development & Portfolio Performance Provide PM/CM input to major proposals, including delivery strategies, org charts, and execution plans.
  • Partner with Market VPs to shape commercial and execution strategies that are realistic and competitive.
  • Track project and program performance and assist Market VPs in addressing systemic issues impacting schedule, cost, or quality.
  • Support development of “best athlete” program managers for large, multi-market or enterprise programs.
  • Risk, Safety & Compliance Lead ES-wide program and project risk management practices.
  • Promote and enforce strong safety and compliance standards on projects, in close collaboration with CDB and PD&E.
  • Ensure adherence to client-specific PM/CM standards (e.g., DOE orders, DoD standards, other agency requirements).
