About The Position

The Vice President of Clinical Services (VPCS) at Community Mainstreaming Associates (CMA) is a senior executive leader responsible for the strategic oversight, quality, compliance, and performance of all clinical services across the organization. This role ensures the delivery of safe, high-quality, person-centered clinical care to individuals supported by CMA, consistent with regulatory requirements, best practices, and CMA’s mission and values. The VP directly supervises the Director of Behavioral Supports and the nursing team.

Requirements

  • Active New York State Registered Nurse (RN) license
  • Bachelor’s degree in Nursing (BSN) required, Master’s degree in Nursing, Healthcare or Business Administration, or related field preferred
  • Minimum of 10 years of progressive nursing leadership experience, including senior or executive-level roles
  • Minimum of 5 years of experience within OPWDD or IDD service systems
  • Demonstrated success leading clinical quality, regulatory compliance, and organizational change
  • Proficiency with electronic health records and clinical data management systems

Responsibilities

  • Provide strategic leadership and direction for all clinical services in alignment with CMA’s mission, values, and strategic plan.
  • Serve as the principal clinical advisor to the Chief Operating Officer and VPs of Residential and Community Services on matters related to nursing practice, clinical quality, risk management, and regulatory compliance.
  • Participate in organizational strategic planning, governance discussions, and executive decision-making.
  • Lead and facilitate cross-functional collaboration to ensure alignment, effective communication, and exceptional project outcomes
  • Support organizational continuity and executive coverage as assigned.
  • Design, implement, and oversee CMA’s clinical governance framework to ensure accountability, safety, consistency, and excellence in care delivery.
  • Establish, monitor, and report on clinical key performance indicators (KPIs) related to quality outcomes, regulatory compliance, risk mitigation, and service effectiveness.
  • Lead continuous quality improvement (CQI) initiatives using data, evidence-based practices, and performance measurement systems.
  • Ensure clinical services comply with OPWDD, CMS, NYS Department of Health, Office of Licensing, and other applicable federal and state regulations.
  • Oversee infection prevention, environmental health, and safety standards to minimize risk and promote wellness.
  • Supervises the Director of Behavioral Supports, Nurses, and clinical consultants
  • Provide executive oversight of nursing and behavioral health services, professional practice standards, and clinical plans of care across all CMA programs.
  • Develop and maintain nursing protocols and clinical standards reflective of current best practices and regulatory requirements, focusing on whole-person care and wellness.
  • Ensure effective clinical coordination for admissions, transfers, discharges, and continuity of care.
  • Provide clinical escalation and on-call guidance as required.
  • Serve as a clinical resource to individuals supported, families, direct support professionals, clinical staff, and leadership.
  • Lead the recruitment, onboarding, supervision, mentoring, and professional development of nursing leadership and clinical staff.
  • Promote a culture of accountability, respect, integrity, compassion, and clinical excellence.
  • Ensure licensure, credentialing, certification, and mandatory training compliance for all clinical staff.
  • Evaluate clinical staff performance, establish professional development goals, and implement corrective action as necessary.
  • Interpret new and evolving clinical regulations and translate them into effective policies, procedures, and practices.
  • Provide executive oversight for clinical audits, inspections, and reviews by any regulatory bodies, including but not limited to OPWDD, CMS, NYS DOH, OMIG and CQL.
  • Lead or support the development and implementation of Plans of Correction following audits or inspections.
  • Ensure clinical documentation, reporting, and recordkeeping meet regulatory and organizational standards.
  • Collaborate with the COO, Finance, Residential and Operations leadership on clinical staffing models, budgeting, and resource utilization.
  • Ensure cost-effective delivery of clinical services while maintaining quality standards.
  • Provide clinical input on the development, evaluation, and implementation of new programs and services.
  • Oversee relationships with clinical vendors, pharmacies, medical suppliers, and consultants.
  • Recommend and oversee clinical consultants to ensure continuity and enhanced quality of care.
  • Serve as a standing member of CMA committees including the Incident Review Committee, Human Rights Committee, and others as assigned.
  • Provide training and guidance on MIPS, MOLST, surrogate decision-making, and ethical clinical practices.
  • Represent CMA in clinical, regulatory, and community forums as appropriate.
  • Develop and implement processes for collecting, tracking and trending clinical data.
  • Leverage electronic health records (EHR) and clinical data systems to monitor outcomes, trends, and compliance.
  • Promote innovation in clinical practice and support grant-funded or pilot initiatives in collaboration with executive leadership.
  • Utilize data to inform strategic planning and continuous improvement efforts.
