About The Position

The Vice President of Clinical Services provides strategic leadership and executive oversight of all clinical departments across the agency, including Behavioral Services, Individual Supports and Services (ISS), Nursing services, Article 16 Clinic operations, and pre-school clinical services (Behavioral, Speech, Occupational Therapy, and Physical Therapy). This role ensures the delivery of high-quality, person-centered, and regulatory-compliant clinical, behavioral, nursing, and therapeutic supports.

Requirements

  • Master’s degree in psychology, Social Work, Behavior Analysis, or a related clinical discipline required; BCBA or NYS licensure preferred.
  • Minimum of 7 years of experience providing and supervising clinical services for individuals with developmental disabilities, including at least 3 years in a leadership role.
  • Extensive knowledge of OPWDD
  • Demonstrated expertise in behavior intervention, habilitation planning, and interdisciplinary team leadership.
  • Proven experience with quality assurance systems, internal auditing, and regulatory compliance.
  • Strong analytical, written, and verbal communication skills.
  • Proficiency in data systems, clinical documentation software, and performance reporting tools.

Responsibilities

  • Clinical Leadership & Interdisciplinary Oversight Provide unified executive oversight of Behavioral Services, ISS, Nursing Services (ARS & ADS), Article 16 Clinic services, and Education Department clinical services (behavior, speech, OT, PT).
  • Ensure cohesive, person-centered, and integrated clinical supports across all departments.
  • Lead interdisciplinary case reviews, clinical rounds, and high-risk consultations for individuals with complex medical, behavioral, or therapeutic needs.
  • Establish systems that ensure timely communication across clinical disciplines serving the same individual.
  • Ensure all clinical departments follow OPWDD, DOH, Article 16, and NYSED requirements for assessment, documentation, service planning, and consent.
  • Partner with TQM to align audits, investigations, and quality initiatives.
  • Participate in IRC, HRC, and Informed Consent Committee.
  • Review DDP2, CAS, and clinical evaluations for accuracy.
  • Provide direct oversight of the Nursing Department leadership and ensure consistent, high-quality nursing practice across all programs.
  • Ensure nursing policies, medication administration systems, infection control standards, and clinical interventions align with OPWDD and DOH regulations.
  • Review nursing data, incident trends, and health-risk metrics as part of agency-wide clinical monitoring.
  • Facilitate cross-department communication to ensure all supports provided to an individual are aligned, consistent, and responsive to changing needs.
  • Establish agency-wide clinical performance indicators and quality metrics to evaluate the effectiveness of interventions, BSPs, treatment plans, nursing plans, and educational therapies.
  • Utilize data dashboards, audit tools, and interdisciplinary reviews to measure service fidelity and track improvements and progress over time
  • Develop and deliver training initiatives that enhance frontline staff competency in implementing behavior plans, clinical recommendations, health protocols, and therapeutic strategies.
  • Partner with the Directors of Operations, Residential Services, Day Services, Education, HR, and TQM to ensure unified organizational strategies and standardized policy and procedures.
  • Provide administrative and clinical oversight of Article 16 clinic services, ensuring compliance with regulations.
  • Oversee clinic providers including psychologists, social workers, behaviorists, SLPs, OTs, and PTs.
  • Collaborate with Finance to ensure Medicaid compliance, accurate claim submission, and resolution of denials.
  • Monitor clinic utilization, caseload capacity, waitlist management, and opportunities for expansion.
  • Provide leadership and oversight of all clinical services delivered to students, including behavioral, speech, OT, and PT services.
  • Ensure all school-based clinical practices align with NYSED requirements and individualized education plans.
  • Ensure consistent documentation standards, treatment fidelity, interdisciplinary coordination, and IEP compliance.
  • Provide supervision and leadership to Clinical Supervisors, Nurses, Article 16 staff, and ISS Coordinators.
  • Develop training programs to promote clinical competency and regulatory compliance.
