The Vice President New Construction Surface Ship Programs is an executive leadership role responsible for establishing and executing the 3, 5, and 10-year surface ship strategy. This position holds holistic responsibility for the strategy, execution, and outcomes of all new construction surface ship programs, driving vision, performance, and cross-functional alignment. Key responsibilities include managing customer relationships, overseeing program reporting, handling new work proposals, managing contract changes, and ensuring the successful and efficient completion of vessel construction projects. The role also involves managing relationships with regulatory bodies and ensuring risk mitigation. Requirements

  • 15 years of related experience and training.
  • Proven record of military marine program management.
  • Sound knowledge of the military marine construction industry.
  • Proven track record with experience in the marine industry in engineering / fabrication / operation.
  • Proven ability to set tasks for self and others.
  • Ability to listen to staff and customers and act appropriately.
  • Excellent communication skills.
  • Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
  • Ability to check own work.
  • Ability to obtain and maintain a DoD clearance (if deemed necessary in the scope of position responsibilities).
  • 18 years of age or older at time of application.
  • Able to provide proof of US Person Status.
  • No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date.
  • No felony convictions of Drug crimes within three years from disposition date.
  • Willing to submit to a drug screen.
  • Willing to submit to a background check.

Responsibilities

  • Establish and execute the 3, 5, and 10 year surface ship strategy.
  • Serve as the executive leader, with holistic and overall responsibility and ownership of strategy, execution, and outcomes, driving vision, performance, and cross-functional alignment within the scope of New Construction Surface Ship Programs.
  • Be ultimately responsible for the performance to budgeted schedule and cost of All ongoing New Construction Surface Ship Programs.
  • Be ultimately responsible for the performance to budgeted schedule and cost of All New Construction bid/proposals in the role of Sponsoring VP.
  • Serve as the Principal (single point of) contact with the customer.
  • Manage customer relationship.
  • Support executive briefs, meetings, tours.
  • Be directly responsible for the collation and accuracy of data in support of board reports.
  • Be directly responsible for the collation and accuracy of data in support of program review reports and presentations both internal and external to the customer.
  • Be directly responsible for the collation and reporting of Program Estimate at Completion (EACs) and management of appropriate corrective action as needed.
  • Ensure that program status, progress and issues are communicated across the management team on a regular basis.
  • Review and approve external press releases.
  • Be responsible as the sponsoring VP for all ongoing new surface ship work proposals to validate final schedule and cost proposal submittals.
  • Ensure that proposals are submitted on time and that all proposals are compliant.
  • Serve as the final decision position on all change decisions.
  • Be ultimately responsible for the profit and cost decisions as they relate to changes to ensure that program revenue and profit is maximized in line with contract guidelines.
  • Maintain visibility and input into both internal and external changes to ensure that decisions made are conducive with the profitability and schedule performance of the project.
  • Provide management, guidance and direction to the Program Managers to ensure that the work being performed enables successful and efficient completion of the projects with focus on milestone achievement and schedule and cost performance.
  • Serve as the final decision position for Program on contract administration, specifications, drawings, and regulatory requirements issues as they apply to ship construction.
  • Manage and report on key Program Milestones.
  • Manage payments and control.
  • Manage relationships with regulatory bodies.
  • Resolve regulatory body issues.
  • Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure adequate supervision and sound proposals, to protect from duplication and omissions, in accordance with DFARs Cost Estimating System Requirements.
  • Be accountable for risk mitigation and opportunity realization as to New Construction Surface Ship Programs as part of overall program governance.
  • Ensure Program Managers receive appropriate and sufficient training in program management techniques and practices in a consistent manner to enable seamless transition between teams.
  • Liaise with functional department leaders to encourage and support integration and problem resolution.
