About The Position

The Tepa Companies are seeking a Vice President of Construction Operations to ensure adherence to policies and procedures for reporting, project controls, financial controls, and employee relations. In this role, you will oversee the daily operations of the Midwest Region including human resources and staffing, tracking workloads, project execution, project management, contract administration, safety, and quality control. Performance is measured against financial, operational, and personnel management goals defined in the region/business unit plan under the direction of the EVP and/or President.

Requirements

  • Bachelor’s degree and/or 10+ years’ experience with a strong emphasis on government contract management.
  • Five years’ experience as a Senior Project Manager with Tepa or similar experience elsewhere.
  • Five years’ experience managing teams of 20 or more, including subcontractors.
  • Proven planning and problem-solving skills.
  • Robust project management, project controls, contract management, negotiations, planning, budget development, quality control, and health & safety experience.
  • Experience with multiple contracting methods including firm fixed price, time & materials, best value, lowest price technically acceptable, cost plus, negotiated, etc.
  • Knowledge of federal and non-federal (tribal) construction and consulting industries.
  • Ability to develop and maintain relationships with clients
  • High impact self-starter who can thrive in a complex, high performance, results-driven environment.
  • Strong oral and written communication skills.
  • Ability to keep and maintain confidential and secure records and information.
  • Ability to travel and interact successfully with a geographically dispersed team.

Responsibilities

  • Leads region/business unit daily operations per the direction of the EVP/President
  • Ensures region/business unit positions are staffed appropriate to the region/business unit workload with individuals who are competent in technical abilities, cost control measures, administrative and customer service skills
  • Manages projects as required by region/business unit needs
  • Works with the Project Management Office (PMO) and Senior Vice Presidents (SVPs) to ensure personnel get training as necessary to successfully perform their duties
  • Works with recruiting to bring on staff for project assignments
  • Responsible for the direct supervision and performance evaluation of project management, professional, and administrative staff within the region/business unit
  • Actively demonstrates and encourages collaboration, proactive communication, and positive relationships among regional/business unit and corporate staff
  • Coordinates with EVP and Human Resources to manage, coach/counsel, discipline, or terminate employees as needed
  • Promotes the Tepa mission, core values, and culture with employees and clients
  • Conducts continuous review of all projects and informs the President and/or EVP of any concerns.
  • Assists President and/or EVP with preparation of monthly and quarterly Program Reviews
  • Assists President and/or EVP with the preparation of proposals and cost estimates for pursuits and contract modifications
  • Conducts meetings as necessary with regional/business unit office and field staff to communicate relevant information
  • Assists President and/or EVP with management of overhead expenses
  • Ensures all regional subcontractors and vendors are paid in accordance with contractual requirements
  • Selects or provides guidance as necessary on the hiring and management of employees.
  • Supports the EVP/President on project estimate and budget reviews
  • Abides by Tepa’s “Go/No-Go” and Project Assessment process
  • Attends contract/subcontract negotiations and contract dispute meetings, as necessary
  • Signs all regional subcontract and procurement efforts according to Tepa’s procurement process and policy and Letter of Authority
  • Travels as needed to active projects to assess status and provide client assurance of leadership involvement
  • Travels to meetings as required
  • Other duties as assigned by the President and/or EVP
