The City and County of Denver offers competitive pay commensurate with education and experience. New community engagement specialist hires are typically brought into the organization between $86,634.00 - $114,790.00/year. In this position you can expect to work on site or in community, up to five (5) days a week at: Wellington E. Webb Building – 201 W Colfax Ave., Denver, CO 80202 and the City and County Building, 1437 Bannock St, Denver, CO 80202. This position will require you to attend off-site, after hours, and weekend community events. Please note: Downtown parking expenses are the responsibility of the employee. Who We Are & What You’ll Do The City and County of Denver is launching a unified Vibrant Denver Bond Office dedicated to delivering the $950 million Vibrant Denver Bond Program, passed by voters in November of 2025. Team members will operate with a “program-first” mindset, working collaboratively to deliver transformative investments on behalf of the City and County of Denver. The Vibrant Denver Bond Office is looking for a talented, experienced Community Engagement Specialist. As part of the Bond Office, this position can expect to work very closely and collaboratively with both the Mayor’s Office and the Department of Finance. The Department of Finance (DOF) leads fiscal analysis and guidance, budgeting, accounting functions, tax assessment and collection, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. DOF also manages the City’s debt portfolio and investment portfolio. The Office of the Mayor is dedicated to building a more vibrant, affordable, and safe Denver. The Office coordinates the activities of city government to deliver high-quality services, promote opportunity and equity for all residents, and advance the transformative initiatives critical to Denver’s future. The Mayor is the chief executive officer of the City and County of Denver and is responsible for the oversight of 15 charter departments and 11 other agencies and offices. The Mayor’s Office directs all city departments, agencies, and offices, except those administered by other elected officials and appointed boards, and delivers many services through city management. As the Community Engagement Specialist, you will:

• Demonstrated long-term strategic planning skills and the ability to connect people and projects, community network/collaboration skills.
• Meaningful relationship building skills: Strong ability to build trusting relationships with residents, community leaders, and local organizations, acting as a liaison between the Mayor’s Office and Denverites. Actively listen to community members' concerns, ideas, and feedback, and provide guidance and support in addressing their needs.
• Communication skills – verbal and written. Ability to read the room and understand diverse communities, strong cultural competency, equity lens within engagement work using clear communication.
• Public service experience and understanding of government work and infrastructure
• Strong, proficient multi-tasking skills. Ability to prioritize, organize and handle multiple projects and initiatives simultaneously and independently.
• Adaptable and flexible with the ability to pivot changing or differing priorities.
• Political Awareness: A deep understanding of local government structures, policies, and political dynamics is valuable. Familiarity with the mayor's priorities, objectives, and key stakeholders to help navigate the political landscape effectively and contribute to strategic decision-making.
• Experience managing and resolving conflicts and disagreements in a positive and constructive manner to minimize negative impact. Demonstrates the capability to negotiate tough agreements and settle disputes to achieve optimal outcomes.
• Strong proficiency using MS Office and Zoom meetings.
• Education requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s).
• Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
• Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.

Responsibilities

• Design Outreach and Engagement Strategy Implementation Plans: Create and lead on implementation of city agency engagement strategies for infrastructure projects in the Vibrant Bond program.
• Design Public Engagement Processes: Develop and implement cohesive long-term processes to engage residents, local businesses, and community organizations in design and implementation for bond projects.
• Organize Public Meetings and Events: Design, organize, and facilitate regular community meetings, workshops, and events tailored to individual bond project processes to make accessible and impactful opportunities for community participation. Guide development of relevant materials (such as surveys, flyers, poster boards, etc.)
• Create Pathways for Community Participation and Leadership: Help design tailored public engagement plans for infrastructure bond projects aimed at providing opportunities for community engagement across a full spectrum of participation.
• Build Stakeholder Relationships: Establish and maintain strong relationships with residents, community leaders, and local organizations, acting as a liaison between the neighborhoods and the Bond Office. Actively listen to community members' concerns, ideas, and feedback, and provide guidance and support in addressing their needs. Identify potential partnerships and collaborative opportunities to enhance community development and address specific neighborhood issues.
• Lead Community Outreach Efforts: Develop and implement on-the-ground strategies to engage residents, local businesses, and community organizations in bond project design and implementation processes across the city.
• Data and Reporting: Create and lead on implementing systems to collect engagement data to demonstrate the impact of engagement efforts on the Vibrant Denver Bond.
• Internal Stakeholder and Agency Partner Collaboration: Identify potential partnerships and collaborative opportunities to enhance community development and address city issues. Lead assigned projects aligned with the Mayor’s vision and goals in collaboration with key stakeholders and partner agencies within the city to support identified community needs.
• Neighborhood Outreach: Engage with Denver neighborhoods to understand first-hand the needs of our diverse community. Assist community members in accessing relevant resources by providing information, referrals, and guidance. Assist as needed with agency project deadlines and reports with a team-based approach.
