About The Position

Under the general direction of the Director of Public Works and Assistant Director of Public Works, the Utility Superintendent oversees and manages the daily operations of the Water and Wastewater departments. Supervises assigned public works department staff.

Requirements

• A High School diploma or equivalent is required.
• Class C Water license required.
• Wastewater Collections III within 6 months of hire/promotion.
• 5 years’ progressive experience in a Utility Department.
• Must possess and maintain a valid Texas Class C driver’s license.
• Principles and practices of organization, administration, and personnel management.
• Construction, maintenance, upgrade and improvement techniques for municipal water and wastewater collection and distribution systems.
• Inventory control and purchasing procedures for water and wastewater equipment, materials, parts and supplies.
• Computers and related equipment, applicable to the assignment including SCADA.
• Occupational health and safety rules, regulations, and practices.
• Project development, management, and implementation.
• Basic computer applications, including Microsoft Office (Word, Excel, PowerPoint, and Outlook), and use of the Internet is required.
• City policies and procedures.
• Chemicals and their application.
• Plan, organize, direct, and implement water/wastewater maintenance requirements.
• Forecast future needs of the Water/Wastewater department and the skill to develop and implement plans to adequately manage the department.
• Effectively supervising and delegating duties to assigned staff.
• Resolve customer complaints and concerns.
• Communicate clearly and concisely, both orally and in writing.
• Maintain records and prepare comprehensive reports.

Responsibilities

• Oversee and manage the daily operations of the Water department including monitoring regulatory requirements for safe potable water, running new lines to connect new residential or business developments and inspecting the maintenance and repairs of water lines and services.
• Oversee and manage the daily operations of the Wastewater department including monitoring all regulatory requirements for the collection and treatment of wastewater/sewer lines, running new lines to connect new residential or business developments, inspecting and overseeing the maintenance and repairs of sewer lines and services.
• Establish departmental goals and objectives.
• Assist in the development and implementation of policies and procedures.
• Oversee and assist assigned staff with administrative and operational duties in the daily operation and management of the water and wastewater/sewer systems.
• Direct, oversee and participate in the development of the department's work plans.
• Assign work activities, projects, and programs.
• Monitor workflow; review and evaluate work products, methods, and procedures.
• Collaborate with the Director of Public Works in the preparation assigned department budgets.
• Manage and monitor department budgets.
• Approve requests for purchase orders.
• Participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies.
• Evaluate the operations and activities of the departments.
• Recommend and implement improvements and modifications.
• Maintain comprehensive records and prepare detailed reports including, but not limited to, TCEQ reporting (DLQOR, water audit, conservation report, water use survey), operational reports, and water system analysis reporting.
• Serve as the primary responder for the Supervisory Control and Data Acquisition (SCADA) system. This includes routine monitoring of the SCADA system, acknowledgment of alarms, and the initiation of troubleshooting, repairs, and any maintenance thereof.
• Coordinate onsite annual elevated tank inspections and provide correspondence of repairs needed.
• Coordinate onsite annual master meter and pressure site verifications.
• Provide information regarding department operation.
• Supervise and direct all water/wastewater department staff.
• Provide direction and vision to assigned staff in the operation of the departments.
• Maintain training records for all assigned employees.
• Process annual employee performance reviews and ensure employees meet the minimum expectations of their individual roles and responsibilities.
• Work with employees to correct deficiencies; implement discipline and termination procedures when needed.
• Coordinate with Human Resources in the recruitment and selection of department personnel.
• Ensure department personnel receive training/continuing education as the budget allows.
• Review and assign staff resources as needed to achieve objectives of programs and services within the department.
• Ensure bi-weekly payroll timesheets are processed accurately and efficiently for submission to department head for approval.
• Identify equipment needs; develop specifications.
• Ensure equipment is maintained; coordinate maintenance of equipment with Fleet department.
• Ensure all personnel are properly trained on equipment for which they will be expected to use.
• Contact vendors/contractors and coordinate bids.
• Inspect work sites before, during and after completion to ensure satisfactory and thorough workmanship.
• Inspect work sites to ensure personnel adhere to safety rules, regulations and policies established.
• Manage, supervise, and participate in the preparation, development and evaluation of highly technical studies, reports and analyses involved in the maintenance and repair of water/wastewater related facilities.
• Develop and implement technical models and systems.
• Analyze and evaluate study results.
• Prepare recommendations on water/wastewater projects.
• Review plans, specifications, and blueprints with public works management personnel for current and future water/wastewater construction projects.
• Provide technical assistance or guidance on issues relating to construction projects including regulatory, trades, codes and ordinance requirements or changes.
• Conduct ongoing field inspections of water and wastewater pumps, motors, and lift stations to monitor the maintenance and replacement of equipment or new construction requirements.
• Works with public works management in the operation of Supervisory Control and Data Acquisition (SCADA) automated computer operation control system for water collection and distribution.
• Inspect maintenance and project work in progress and upon completion.
• Meet with field personnel to discuss and resolve problems which may arise during construction or repair projects.
• Monitor the daily, monthly and quarterly collection, submission for testing and regulatory reporting requirements for safe potable water and the collection of sewage and wastewater.
• Monitor citywide PRV’s monthly, to include reporting of pressures and operation of each.
• Work with the Director of Public Works on water and wastewater Master Plans.
• Coordinate with the Public Works Director on assigned projects or emergencies.
• Respond to inquiries and complaints from residents, businesses, contractors, consultants, code officials and engineers related to water or wastewater/sewer problems or issues.
• Coordinate maintenance and operations activities with other City departments and outside agencies.
• May be required to attend regulatory meetings to determine any proposed changes to the regulations and the impact on the water/wastewater department practices, procedures, and facilities.
• Perform related duties as assigned.
