About The Position

The Street Transportation Department, Utility Coordination section, is seeking a Utility Coordinator (Principal Engineering Technician) to perform difficult, complex, and technical paraprofessional engineering duties. This position will supervise a team of various levels of engineering technicians who review dry utility plans, proposing installation in City rights of way (ROW) in accordance with department policy. In addition to utility plan review, this position and team perform utility coordination duties for Capital Improvement Projects (CIP) including paving, storm drain, streetlights, sidewalk, water, and sewer. Work is performed under the supervision of a Plan Review Coordinator, or another supervisor who reviews work based on codes and compliance. Work location: Phoenix City Hall 200 West Washington Street Phoenix, AZ 85003 Work schedule: Monday through Friday, 8 a.m. to 5 p.m.

Requirements

  • Proactive and engaged individual that will apply City of Phoenix standards, policies and requirements to new development, City's Right-of-Way (ROW) and Capital Improvement Project (CIP) construction projects.
  • Understanding of City of Phoenix Human Resources related policies.
  • Strong leadership and problem-solving skills with demonstrated ability to multitask, and adhere to strict deadlines.
  • Principles and practices of engineering as applied to the installation of dry utilities in the City's Right-of-Way (ROW) and Capital Improvement Project (CIP) construction.
  • Underground utility construction with demonstrated ability to communicate with Project Managers, city contractors, and utility contractors.
  • Conducting civil plan reviews, adhering to city codes, with an understanding of storm drain, streetlights, sidewalk, water, and sewer.
  • Interpret GIS maps, digital maps, and civil engineering plans or drawings.
  • Extract and manipulate data to create reports using Microsoft Excel.
  • Provide seamless customer service with a willingness to assist internal and external customers daily.
  • Work cooperatively and meet regularly with operating staff, engineering staff, consultants, and contractors to discuss utility asset management principles and requirements.
  • Six years of experience in paraprofessional engineering work, including three years of paraprofessional civil engineering experience
  • One year of experience at the level of Chief Engineering Technician, or Chief Drafting Technician.
  • Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.

  • Two years of experience managing, supervising, or leading a team.
  • Two years of experience coordinating or managing capital improvement projects (CIP).
  • Three years of experience creating reports and documents using Microsoft Word and Excel.
  • Three years of experience that displays a demonstrated ability to work with strict deadlines.
  • Five years of experience reading, reviewing, and interpreting civil engineering and dry utility plans.
  • Utilizing electronic permitting systems.
  • City codes and GIS systems.
  • Compiling and analyzing data.
  • Providing excellent customer service while working in a team environment.
  • Serving as a liaison to internal city departments, development community, contractors, vendors and the general public.
