About The Position

The Maine Public Utilities Commission (MPUC) is seeking a self-motivated professional who thrives on getting the details right, sees the big picture, and cares about keeping Mainers safe. The Safety Programs Inspector/Analyst will perform inspections, guide enforcement, perform outreach, and help develop program policies within the Safety Programs at the MPUC and around the state and region as a member of the Pipeline Safety and Damage Prevention enforcement programs. This is a chance to use your analytical, communications, and technical skills and work directly with key industry professionals to impact public safety across Maine's utility sector.

Requirements

  • The successful candidate will have a Bachelor's degree or equivalent professional experience in an analytical or technical discipline including STEM fields, utility operations, business, economics, and communications.
  • Equivalent experience is progressively advancing work in data analysis, engineering, project management, natural gas and utility operations, or other related technical environment.
  • Accountable: The position requires significant self-supervision and management of State resources. You should be able to demonstrate a high degree of organization, accountability for process and workflow management, and successful independent judgement.
  • Analytical: Candidates should have the ability to think about problems in a big-picture way, while breaking down proposed solutions into structured, actionable steps. Your work experience will demonstrate your passion for working with data to make conclusions and assemble related policy recommendations.
  • Curious and Driven: You'll be successful in this position if you have a natural drive to pursue knowledge and activity in a variety of disciplines. The candidate should have experience juggling multiple projects with varying complexities and deliverable dates.
  • Communicative: We're looking for someone with a proven technical writing and speaking background, who can craft messages that appeal to diverse internal and external audiences. Your experience will show that you're a great teammate who can balance contributions to multiple teams at once.
  • Flexible: The position will require frequent statewide travel, and occasional overnights. The successful candidate will attend approximately eighteen one-week courses provided by the US Department of Transportation in Oklahoma City, OK within three years of hire.

Responsibilities

  • Conduct Field Inspections throughout the State of Maine to enforce natural gas, propane, and damage prevention regulations.
  • Perform Analysis on multidisciplinary program and utility trends, develop and track performance metrics, and review state and federal legislation, rulemakings and industry standards to assist in policy development, drive enforcement approaches, and inform public-facing reports.
  • Research and Stay Informed on local and national developments, rulemakings, and stakeholder concerns and apply learnings to push internal best practices and consistency.
  • Design and Conduct Outreach to regulated groups, industry stakeholders, and public organizations, enhancing damage prevention and pipeline safety initiatives and broadening partnerships.
