About The Position

Under basic supervision, leads and coordinates the activities of the Water Distribution/Wastewater Collection (W/WW) maintenance and repair work crews; reviews work orders, and makes appropriate decisions based on work experience. Essential duties and responsibilities may include, but are not limited to, the following: Provides general supervision to Field Operations work crews maintaining and repairing the Water Distribution/Wastewater Collection (W/WW) infrastructure; assures that all safety rules, traffic control regulations, and W/WW policies are observed on the job site. Coordinates crews, equipment, materials and tools required to complete work orders, and reviews work completed by assigned staff to assure work meets the requirements of the work order. Performs field inspections of ongoing and completed work assignments; assures all City and departmental regulations and safety requirements are met, and provides technical guidance as needed. Coaches, trains, and instructs work crew; meets with staff to review and discuss work performance, quality standards, technical issues, and work methods. Inventories material and equipment needs for each assigned project, and distributes supplies and materials. Maintains records of services performed, time spent on job, and material costs. Controls work site to assure that safety rules and regulations are followed, and that the work zone, traffic control, and all equipment are in safe operating condition. Operates heavy machinery in accordance with all safety guidelines, including OSHA. Perform the duties of Utility Field Worker as needed to meet workload demand. Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries. Must have and maintain a cell phone for City use to hold this position. Supports the divisional operations with regular and timely attendance. Responds to emergency maintenance requests during normal hours and after hours when on call. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Requirements

  • High School Diploma or GED required.
  • 3 years of experience in operation, maintenance, and repair of W/WW systems and infrastructure that is governed by the Texas Commission on Environmental Quality OR 2 years of work experience in the City of Odessa Water Distribution or Wastewater Collection divisions.
  • Knowledge of: Principles, practices, methods, materials, tools, and equipment used in public utility maintenance.
  • Knowledge of: Local, state, and federal water and wastewater regulations.
  • Knowledge of: Safety standards for heavy equipment operation.
  • Knowledge of: OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW plants and infrastructure.
  • Knowledge of: Texas Commission on Environmental Quality (TCEQ) and American Waste Water Associations rules and regulations.
  • Knowledge of: Environmentally responsible and resource-efficient utility maintenance techniques.
  • Skill in: Evaluating maintenance issues and developing recommendations based on findings.
  • Skill in: Reading and interpreting plans, schematics, and specifications.
  • Skill in: Accurately estimating labor and material costs.
  • Skill in: Troubleshooting, repairing, and maintaining water, wastewater, water meters, and specialty equipment and control systems.
  • Skill in: Promoting and enforcing safe work practices.
  • Skill in: Operating a personal computer utilizing standard and specialized software.
  • Skill in: Establishing and maintaining effective working relationships with co-workers.
  • Skill in: Effective verbal and written communication.
  • A Texas State Commercial Class A Driver's License is required.
  • Class C Water/Wastewater license from Texas Commission on Environmental Quality (TCEQ) is required or the ability to obtain within 12 months of hire.
