About The Position

This is an exciting utility coordination opportunity within the Roadway Design and Construction Division of the City of Raleigh Engineering Services Department. The Roadway Design and Construction Division is responsible for overseeing linear construction projects in support of transportation infrastructure within the city. This position will work closely with the Division's project managers, utility companies, engineers as well as contractors to assist in managing and resolving utility related conflicts for construction to deliver projects focused on positively impacting the quality of life for the citizens of Raleigh. The projects include Safe Routes to School, transit supporting, neighborhood streets, sidewalks, traffic management and Capital streets improvements. The Utilities Coordinator will be engaged with projects throughout their life cycle, from planning through design and construction as well as the post-construction warranty period. The role will serve as a subject matter expert, communicating with various project stakeholders. The ideal candidate is an organized and effective coordinator, skilled in logistics coordination and conflict resolution. The successful candidate works independently and understands project plans, specifications, and requirements, as well as applicable laws. The ability to research complex technical issues and to resolve conflicts with minimal delays is key to the candidate's success. A positive attitude and collaborative spirit are essential. The ideal candidate is an effective communicator, with experience in facilitating group discussion and building consensus among stakeholders. Requirements

  • High School diploma or G.E.D. equivalency; 10 years' experience in right of way as well as utility coordination work
  • OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Experience managing the contractual services process for private firms hired under a Limited Services Contract
  • Extensive experience with the City and NC DOT utility agreements
  • Experience with NCDOT utilities coordination policies
  • Experience with independent work assignments with minimal supervision
  • Providing organization and logistics coordination
  • Monitoring, evaluating, and assessing engineering projects
  • Researching technical issues and articulating recommendations
  • Monitoring compliance with applicable plans, standards, regulations and contracts
  • Providing customer service and consultation, serving as a project liaison and subject matter expert.
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction

Responsibilities

  • Act as the central point of contact between internal project teams, utility companies as well as contractors, managing communications to ensure all parties are informed and aligned
  • Identify potential conflicts between utility lines and construction plans, and work with stakeholders to develop and implement solutions to mitigate risks and delays
  • Maintain accurate records of utility locations, plans, and correspondence as well as prepare reports on utility conflicts and progress
  • Ensure all utility relocation and coordination activities comply with City's utility coordination agreements
  • Assist with project planning, scheduling, as well as budgeting related to utility work and the development of utility relocation strategies and plans
  • Read and interpret utility plans, maps as well as drawings and conduct field inspections to verify data and monitor work progress
  • Operate a City-owned vehicle in order to drive to and from project sites, inspect ROW's and utility lines on a regular basis.
