About The Position

The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions. MAJOR FUNCTION Performs utility-related construction observation including water, wastewater, and reclaimed water systems to ensure general conformance with the contract documents as well as applicable provisions of the Polk County Utilities Code and other local, state and federal requirements. Documents construction activities and coordinates with the Utilities CIP Project Manager on field-related construction items.

Requirements

  • Must possess the physical, developmental and mental ability to perform job tasks, responsibilities and duties of the job illustrated below:
  • Knowledge of the principles, practices, and techniques of the water and wastewater industry, including underground construction, pipe laying, lift station construction, and water and wastewater plant construction.
  • Knowledge of the principles, practices, techniques and instruments used in the testing of utility systems and construction materials.
  • Ability to learn and become knowledgeable of the Polk County Utilities Code, Land Development Code, and related regulations.
  • Knowledge of Florida Department of Transportation Standard Specifications.
  • Knowledge of maintenance of traffic and safety in work zones.
  • Skilled in reading and interpreting survey maps, U.S.G.S., aerial photography, topographic and other related maps.
  • Ability to perform basic mathematical calculations both manually and using computing devices.
  • Must possess proficient skills in the use of personal computer.
  • Ability to make estimates of quantities and perform applicable construction material tests.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to work in all weather conditions.
  • Ability to bend, stoop, sit, stand, crouch, and kneel.
  • Ability to lift, push, and/or pull materials/equipment that may weigh up to forty-five (45) pounds.
  • Ability to establish and maintain positive working relationships with other County divisions, contractors, engineers and the public.
  • Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of six 6) years in water and wastewater utility construction and/or utility construction observation/inspection experience.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
  • Certification on Maintenance of Traffic (MOT).
  • Class "C" Water System Operator/Technician Certification-State of Florida and must have the ability to obtain within six (6) months of employment within this classification the following certification: Class "C" Wastewater System Operator/Technician Certification-State of Florida.
  • Completion of the preparatory courses for the above Class "C" certifications may be substituted if the incumbent is prohibited by the certification entity from taking the requisite examinations.
  • A current Underground Utilities Contractor License issued by the State of Florida may be initially substituted for the Wastewater System Operator/Technician Certification. However, the substituted certification must be obtained within one (1) year of employment or prior, to be considered for promotion to Lead Utilities Inspector.
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.

Responsibilities

  • Reviews and comprehends contract plans and specifications for water, wastewater, and reclaimed water projects.
  • Makes site observations and documents construction activities/progress through the preparation of daily written reports as well as site photographs/videos.
  • Observes field-testing of utility lines and other work/Improvements to assess compliance with County and regulatory requirements.
  • Coordinates with the Utilities CIP Project Manager and contractor on construction-related concerns and/or non-conforming work.
  • Reviews contractor applications for payment to determine if construction progress is consistent with the schedule of values pay items.
  • Interacts with the public from time to time to address concerns/complaints related to construction activities.
  • Attends site visits with the Utilities CIP Project Manager and engineer of record to determine construction status/progress.
  • Assists in the development of a list of items to be completed/corrected at the substantial completion stage of a construction project.
  • Reviews as built and record drawings to assist in determining accuracy and completeness.
  • Performs related duties as required.
