About The Position

INTECON is looking for a highly skilled US Message Text Format (USMTF) Military Standards Development and Analyst to support the Air Combat Command (ACC) Interoperability and Standards Branch (ACC/A5JI) under the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) program. This position supports Joint, Coalition, and NATO operations by developing, evaluating, and managing USMTF standards, change proposals, and information exchange requirements to ensure interoperability across Tactical Command and Control (C2) systems.

Requirements

  • Clearance: Secret and NATO
  • Citizenship: U.S. Citizen
  • Education: Possession of a Bachelor's degree in a technical field, such as engineering, computer science, or a related discipline.
  • Air Operations Center (AOC) Experience: A minimum of five (5) years of operational experience working in an Air Operations Center (AOC) or a similar Tactical Command and Control (C2) system (e.g., TAOC, CRC, AWACS).
  • USMTF Message Experience: At least five (5) years of experience using or managing USMTF messages (e.g., OPTASK LINK, ATO, ACO).
  • Character-Oriented Message Exchange Experience: A minimum of five (5) years of experience using software systems that utilize character-oriented message exchanges, such as USMTF.
  • Microsoft Office Proficiency: At least five (5) years of recent experience using commercially available Microsoft Office products, including Excel, PowerPoint, and Word.
  • Proficiency in: U.S. Message Text Format (USMTF) standards and message catalogs, including MIL-STD-6040.
  • NATO Message Text Formatting System (FORMATS) and Allied Data Publication 3 (ADatP-3).
  • Development and evaluation of Information Exchange Requirements (IERs) and Message Text Format (MTF) Change Proposals.
  • Analysis of Joint Doctrine, USAF Tactics, Techniques and Procedures (TTP), Concepts of Operations (CONOPS), Initial Capabilities Documents (ICDs), and operational plans.
  • Character-oriented message exchange systems supporting Joint and Combined operations.
  • Preparation of technical evaluations, background papers, staff studies, talking papers, and presentation materials.
  • Participation in and support of Joint USMTF Configuration Control Board (CCB), NATO Senior Air Information Exchange Requirements (IER) Panel, and related working groups.

Responsibilities

  • Analyze Joint Doctrine, USAF Tactics, Techniques and Procedures (TTP), Concepts of Operations (CONOPS), Initial Capabilities Document (ICDs), issue papers, plans, and other documents. Develop USMTF change proposals (average 12/year) and IERs (average 2/year) for MIL-STD-6040 and message catalog updates. Translate operational user information exchange needs into MTF proposals and evaluations.
  • Review and evaluate proposed MTF ICPs from other Services and Commands (average 20/year) and NATO (average 50/year), assessing interoperability, integration, and implementation.
  • Identify and develop solutions for effective configuration management of MIL-STD-6040, DoD Interface Standard U.S. Message Text Format (USMTF) Description, and Allied Data Publication 3 (ADatP-3), NATO Message Text Formatting System (FORMATS), and associated message catalogs.
  • Provide information and presentations to the Joint USMTF Configuration Control Board (CCB), NATO Senior Air Information Exchange Requirements (IER) Panel, and other meetings relating to Message Text Formats, as directed by the Government, to support efforts to ensure USAF interests and equities are accurately represented. Advise the USAF voting principal on technical aspects of proposed changes, policy or doctrinal implications, and intended positions by other Services or allied nations. Perform staff functions and collect and track Action Items assigned to the USAF.
  • Develop Change Proposals (CPs) supporting NATO Air IERs, including formatting the IER and creating CPs to update Allied Data Publication 3 (ADatP-3) and the NATO message catalog. Review and evaluate proposed NATO MTF CPs developed by other Nations, NATO Commands, or IER panels and provide technical assessments addressing interoperability, integration, and implementation issues. Develop, evaluate, and harmonize NATO Air Operations IERs in support of combined operations.
  • Develop and review U.S. Guidance Packages prepared by the USAF representative to NATO working groups.
  • Develop solutions and draft comments for action items from all MTF meetings assigned to the USAF, prior to the suspense date as directed by the Government.
  • Develop change proposals as required to express USMTF in XML format as provided in XML-MTF. Evaluate and recommend positions for technical proposals that implement XML schemas from other Services and allied nations.
  • Evaluate the impacts of existing documentation on affected systems, operational procedures, or doctrine. Provide proposed solutions and recommendations for approval or disapproval, including recommendations for ICP implementation.
  • Research and gather information to develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned by the Government.
