About The Position

INTECON is looking for a highly skilled Tactical Data Link (TDL) Military Standards Development and Analyst SME to support the Air Combat Command (ACC) Interoperability and Standards Branch (ACC/A5JI) under the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) program. This role provides senior-level subject matter expertise in the research, engineering, and development of TDL Military Standards to support Joint, Coalition, and Allied interoperability. The position supports standards development, technical evaluations, interoperability testing analysis, and coordination with Air Force, Joint, and NATO stakeholders. The Analyst SME plays a critical role in ensuring technical accuracy, standards compliance, and effective implementation of TDL capabilities across USAF platforms and systems.

Requirements

  • Citizenship: U.S. Citizen
  • Education: Possession of a Master's degree.
  • AF JINTACCS Expertise: Demonstrated experience with the Air Force Joint Integrated Tactical Air Control System (JINTACCS) process or AF TDL systems software development experience.
  • Technical Document Analysis: Proven ability to independently review and analyze highly detailed and complex technical documents, effectively extracting relevant information.
  • TDL Interface Change Proposal Development: Demonstrated experience originating, drafting, and submitting at least thirty (30) TDL MIL-STD interface change proposals to the JMTCCB.
  • JMTCCB/JMSWG Participation and Evaluation Drafting: A minimum of three (3) years (equivalent to fifteen (15) meetings) of experience attending and drafting evaluations for either JMTCCB or JMSWG Subgroup meetings.
  • AFSIB Participation and Evaluation Drafting: A minimum of three (3) years (equivalent to fifteen (15) meetings) of experience attending and drafting evaluations for AFSIB meetings.
  • Tactical Data Link (TDL) Military Standards and associated technical documentation.
  • Proficiency in: Joint Multi-Tactical Data Links Configuration Control Board (JMTCCB) processes and artifacts.
  • Joint Multi-Tactical Data Link Standards Working Group (JMSWG) processes.
  • Defense Standardization Program (ASSIST) and Defense Information Systems Registry (JASM).

Responsibilities

  • Research, engineer, and draft changes to Tactical Data Link (TDL) Military Standards (MIL-STDs) based on USAF tactical combat system Information Exchange Requirements (IERs), minimizing impact on existing systems.
  • Develop and evaluate bit-level implementation specifications, advise software developers and testers, and submit interface change proposals formatted in accordance with Joint Multi-Tactical Data Links Configuration Control Board (JMTCCB) Terms of Reference.
  • Recognize requirements for, initiate, draft, and submit interface change proposals on average every two months in support of TDL standards development.
  • Prepare for and attend Air Force Standards Interoperability Board (AFSIB), Joint, Bilateral, and Allied TDL meetings, working groups, and subgroups to support USAF Tactical Data Link objectives.
  • Analyze proposed changes from U.S., Joint, and Allied entities for impacts on USAF systems, joint and allied interoperability, and system implementations, and provide written technical evaluations in accordance with JMTCCB Terms of Reference.
  • Research U.S. and Allied technical documents to identify discrepancies and develop change proposals for TDL configuration items, including applicable U.S. MIL-STDs, NATO STANAGs, ATDLPs, ADatPs, and APPs.
  • Assess interoperability test trouble reports to determine affected systems and deficiency criticality, and participate in USAF Technical Analysis Groups and Joint Analysis Review Panels.
  • Evaluate test results against relevant MIL-STDs, identify standards shortfalls, and develop Interface Change Proposals to address deficiencies identified through test and evaluation analysis.
  • Review newly drafted versions of MIL-STDs to identify incorporation errors and provide corrected bit-level formats, verbiage, or notations to achieve intended technical objectives.
  • Draft Technical Information Design Plan–Test Edition (TIDP-TE) documents for new TDL capabilities to support development of formal U.S. MIL-STDs, NATO STANAGs, ATDLPs, or APPs.
  • Review Information Support Plans posted to the JASM website to verify correct MIL-STD references and coordinate with USAF requirements and program offices to support TDL integration.
  • Participate in Integrated Product Teams and working groups to support development of operational concepts and architectures using existing and emerging TDL capabilities.
  • Research and develop Background Papers, staff studies, Talking Papers, and presentation materials as assigned by the Government.
