About The Position

To assist the Chief of Police in providing a safe, secure, and professionally managed campus environment by overseeing law enforcement operations, supervising personnel, ensuring compliance, and leading administrative and training functions within the department.

Requirements

  • Must be a licensed Peace Officer in the State of Texas (TCOLE certified)
  • Minimum of five (5) years of supervisory experience in law enforcement
  • High school diploma required
  • Must be of good moral character and able to pass a comprehensive background investigation
  • Valid Texas Driver’s License
  • Extensive knowledge of: o Law enforcement operations and supervisory practices o Texas Penal Code and Transportation Code o Campus policing and higher education safety standards
  • Strong leadership, decision-making, and problem-solving skills
  • Excellent written and verbal communication skills
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and law enforcement systems
  • Ability to manage multiple priorities in a fast-paced environment
  • Ability to develop policies, training programs, and organizational systems

Nice To Haves

  • Associate’s or Bachelor’s degree preferred (Criminal Justice, Public Administration, or related field)
  • Prior experience in campus law enforcement or higher education environment preferred
  • Demonstrated leadership, administrative, and organizational experience

Responsibilities

  • Serve as second-in-command of the Wiley University Police Department
  • Act with full authority in the absence of the Chief of Police
  • Supervise and direct daily operations of Police Officers and Public Safety Officers
  • Ensure all personnel adhere to department policies, procedures, and professional standards
  • Maintain discipline, accountability, and operational efficiency across all shifts
  • Oversee patrol operations, criminal investigations, and response to incidents on campus
  • Ensure enforcement of federal, state, and local laws, including, but not limited to: o Texas Penal Code o Texas Transportation Code o Texas Occupations Code
  • Review and approve reports, citations, and arrest documentation
  • Ensure proper handling of incidents, use of force, and evidence procedures
  • Respond to major incidents and provide command-level oversight
  • Maintain and oversee: o Personnel files o Training records o Certification and compliance documentation
  • Assist in developing and implementing: o Departmental policies and procedures o Training manuals o Standard Operating Procedures (SOPs)
  • Collaborate with the Chief of Police on strategic planning, department development, and policy creation
  • Ensure compliance with TCOLE standards, Clery Act requirements, and university policies
  • Develop, implement, and oversee, with final approval from the Chief, the department’s: o Field Training Officer (FTO) Program o In-service and advanced training programs
  • Conduct and coordinate training for: o Police Officers o Public Safety Officers o Campus community members
  • Ensure all personnel maintain required certifications and training compliance
  • Supervise, mentor, and evaluate department personnel
  • Assist in recruitment, hiring, and onboarding of staff
  • Conduct performance evaluations and address disciplinary matters
  • Promote a culture of professionalism, accountability, and continuous improvement
  • Work closely with: o University administration o Faculty and staff o Local, state, and federal law enforcement agencies
  • Promote community-oriented policing and positive campus relationships
  • Support campus safety initiatives, educational programs, and outreach efforts
  • Oversee campus emergency preparedness, including drills and response planning
  • Coordinate responses to critical incidents and campus emergencies
  • Ensure compliance with fire safety, alarm systems, and emergency protocols
  • Maintain on-call status (“call-out”) for emergencies and critical incidents
  • Be available to respond outside of normal working hours as needed
  • Exercise independent judgment while supporting the mission and direction of the Chief of Police
  • Maintain the highest standards of integrity, confidentiality, and professionalism
  • Performs other related duties as assigned by the Chief of Police
