Unit Superintendent Lead a Delaware City Refinery Operating Unit Team to excellence in safety, reliability, and environmental performance. Ensure that operating plans are followed and expense budgets are adhered to. PRINCIPLE RESPONSIBILITIES: Work with Refinery Shift Superintendents and operations shift teams to ensure the unit(s) runs in a safe, reliable and environmentally sound manner and that proper unit maintenance is scheduled and achieved Manage area specific issues, such as: threats to reliability, defects, projects, budget initiatives, etc. Develop the Business Team (comprised of Maintenance, Reliability, HR, HSE, Accounting, Technical, etc.) into a functional and efficient work team capable of day to day delegation and decision making Facilitate the career goals and development of personnel through coaching and training Be a safety leader; facilitate frequent safety discussions with the team, and address safety concerns in an urgent manner. Develop and assist in implementation of short- and long-term plans to improve process safety, personnel safety, and maximize asset utilization Support shift team in responding to and managing unit emergencies Quickly identify and assimilate resources needed to safely and reliably recover for significant unit upsets Clearly communicate status updates and timeline projections for large process and/or maintenance activities Ensure compliance to environmental and safety regulations Ensure unit PSM compliance, including Management of Change, Safety Programs (e.g. Safety Valves, Toxic Vents, Car Seals, etc.), and Operating Procedures are up-to-date and sustained Participate in all required safety audits, and ensure appropriate follow through of findings and recommendations Identify records needs (Intelatrac rounds, shift log books, work permits, etc.), and ensure that these records are created and maintained, according to established procedures Support Delaware City Refinery initiatives such as the TOP Program and Safety Standards. Make critical unit decisions focusing on strategic planning, upcoming unit shutdowns, repairs, operating standards, etc. Ensure maintenance priorities are being identified and resources are allocated accordingly. Work with Operations personnel to ensure unit operations are acceptable and operator expectations are being met. Assist in driving accountability for operator training initiatives, ensuring operators are properly trained and qualified to perform their duties. Participate in the development and management of the yearly expense and capital budgets for the refinery. Assist in the hiring process and training of new and transferred hourly employees Available in off-hours and days to respond to refinery issues or emergencies, including on-call emergency response functions
