About The Position

Position Summary: The Florida HIPPY Training and Technical Assistance Center (T&TAC) is housed in FCIC. The T&TAC funds, licenses, trains, supports, and evaluates HIPPY Programs in Florida. Currently, the T&TAC is staffed by a State Director, Associate State Director, Fiscal and Business Team, Learning and Development Team, and Senior Researcher. The T&TAC is staffed by a State Director, Associate State Director, Fiscal and Business Team, Learning and Development Team, and Senior Researcher. The Unit Research Administrator (URA) manages fiscal, contractual, and compliance functions critical to program operations, overseeing contract and subcontract compliance, deliverables, reporting requirements, budget reconciliations, and modifications. The URA also ensures adherence to eligibility requirements by tracking regulatory changes, reviewing documentation, monitoring error rates, and providing compliance guidance and training to partner sites. In addition, the URA provides fiscal and operational support, including procurement, invoicing, cost estimates, and logistical coordination, ensuring fiscal integrity, regulatory compliance, and efficient business operations across programs.

Requirements

  • This position requires a Bachelor’s degree and 1 year of professional administrative experience; or a Master’s degree.
  • Progressively responsible related experience may substitute for the required education on a year for year basis.

  • A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
  • (a) Two years of direct experience for an associate degree;
  • (b) Four years of direct experience for a bachelor’s degree;
  • (c) Six years of direct experience for a master’s degree;
  • (d) Seven years of direct experience for a professional degree; or
  • (e) Nine years of direct experience for a doctoral degree
  • Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
  • Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Nice To Haves

  • Master’s degree in a related field; at least two years of experience in research administration or sponsored programs.
  • Demonstrated strengths in analytical thinking, data management, and written and verbal communication.
  • Familiarity with federal and institutional grant policies such as Uniform Guidance

Responsibilities

  • Tracks and monitors compliance with primary contract deliverables, reporting requirements, and timelines.
  • Conducts budget reconciliations, reviews allowable expenditures, and supports contract modifications and amendments in coordination with program leadership and fiscal offices.
  • Oversees annual updates, renewals, and modifications to subcontracts.
  • Tracks subcontract compliance, collects and reviews required deliverables, documents performance issues, and reports instances of noncompliance in a timely and systematic manner.
  • Monitors regulatory requirements and annual changes; conducts regular reviews of supporting documentation submitted by sites; tracks error rates and compliance trends; and provides technical guidance and training support to sites requiring corrective action or additional compliance assistance.
  • Provides operational and fiscal support as needed for processing invoices and purchase orders, developing cost estimates, obtaining vendor quotes, preparing TARs and PCard documentation, supporting procurement processes, data entry, and coordinating logistics for events and materials.
  • Performs additional duties as assigned to support team operations, special initiatives, and emerging programmatic needs.
